摘 要 我省现代公共文化服务体系建设的重点在于改善文化民生的有效供给，推动文化供给侧改革，切实做到精准供给、多元供给、多样供给、品质供给、特色供给。在文化富民上坚持以人民为中心的工作导向，從守住底线、确保基本、提高质量三个层次上精准发力，做好“加减乘除法”：加强优质供给；减少无效供给和资源闲置；充分释放文化惠民乘数效应；破除影响文化富民的制约和束缚。

Abstract The focus of the modern public cultural service system construction in our province is to improve the effective supply of cultural livelihood， promote the supply side reform of culture， and to achieve accurate supply， multiple supply， diversified supply， qualified supply and characteristic supply. Cultural enrichment is to adhere to the people centered orientation， as well as keep the bottom line， ensure the basics and improve the quality. It is necessary to strengthen the qualified supply； reduce ineffective supply and idle resources； fully release the cultural multiplier effect； and get rid of the constraints and fetters that influence the cultural enrichment of people.

1 改善文化民生的有效供给

江苏省委书记李强同志在省委十三届二次全会的报告中指出：“我省已基本建成了覆盖城乡的公共文化设施网络体系，但公共文化服务的效能还不高，有效供给不足的问题还比较突出，改善文化民生的任务迫切。”李强同志的分析一针见血、切中要害，明确指出当前我省现代公共文化服务体系建设的重中之重，就是要改善文化民生的有效供给。

构建现代公共文化服务体系是保障人民群众基本文化权益、建设社会主义文化强国的重要制度设计，也是重要的民生工程。“十二五”时期和“十三五”将近两年的时间，江苏省公共文化服务体系建设走在全国前列，基本建成五级公共文化设施网络体系，全省公共文化服务设施覆盖率达到90%以上，在全国率先实现“三馆一站”免费开放。全省现有一级文化馆101个、一级图书馆99个，数量居全国第一。县县有博物馆格局基本形成。……
