【摘 要】随着国家和公众对科普工作的重视程度及需求越来越高，气象科普工作虽然取得了一定的成绩，但同时也面临着严峻的问题。如何客观准确、实事求是地了解目前气象科普工作的外在和内在环境，准确定位国家和公众的需求是下一步推动气象科普工作取得飞跃发展的前提和基础。本文从气象科普业务发展所面临的环境和公众的需求，重点针对政策法规、基础设施、资源建设、人才队伍建设、评估考核机制建设等五大方面来分析气象科普工作的发展环境和需求。

Analysis on the Environment and Needs of Meteorological Popular Science Work Development

【Abstract】With the increasing importance and demand of popular science and science work，the meteorological science work has achieved some achievements，but it also faces serious problems.How to accurately and earnestly understand the external and internal environment of meteorological science work，and to accurately locate the needs of the country and the public is the next step to promote the development of meteorological science and technology to achieve the premise and foundation.This paper analyzes the environment and public demand of meteorological science business development， and focuses on the development environment and demand of meteorological science work in five aspects：policy and regulations， infrastructure， resource construction， talent team construction，assessment and assessment mechanism construction.

0 引言

近年來，随着我国社会经济的发展，与科技相关的社会热点焦点问题频发，与民众相关的科普需求增长较快。特别是在全球气候变暖及极端天气气候事件频发下，公众更加广泛地需求应对气候变化及气象防灾减灾相关的气象科普知识。同时气象几乎涉及人们生活的方方面面，像近几年来雾霾多发，对人们日常生活甚至生命带来了威胁，公众对生活气象服务及相关科普的需求也日益增长。

随着综合国力的增强和公民科学素质的提高，从大方向上，公众对气象防灾减灾、应对气候变化和生活气象服务的科普需求有了更高的要求，从小的细节上，公众对科普产品的内容和表现形式、科普活动的内涵和深度、科普场馆（基地）展项的科技性、趣味性和交互性等也有了更高的期望。……
