【摘 要】自从我国建立并实施市场经济体制后，不同类型企业获得了新生的机遇。不过内部行政管理事务却同步滋生许多弊端，包括既有行政监管机制内涵紊乱、基层人员贯彻执行效率不高等，这和上级领导行政控制态度不明确、管理绩效不高有着直接关联。论文主要针对企业行政管理中的问题进行探讨，并提出了相对应的改革对策，以供参考。

【Abstract】Since the establishment and implementation of the market economy system in China， different types of enterprises have gained new opportunities. However， the internal administrative affairs have many drawbacks in synchronization， including the disorder of existing administrative regulatory mechanism， low efficiency of the implementation of grassroots personnel and other details， which is directly related to the no clear attitude of administrative control and low management performance. This paper mainly discusses the problems existing in the administration of enterprise and puts forward the corresponding reform measures， for reference.

1 引言

行政管理工作是一项涉及信息执行监督、流程体系规划建设、日常事务计划筹备、内外关系沟通协调、后勤保障计划开展、企业文化内外宣传等多功能的工作，它是一项伸缩性、随机较大，没有固定模式的工作，它的任务是为职能活动服务的。行政管理工作在部门管理和发展中，发挥着基础性和保障性的重要作用。它的任务在于运用各种管理手段，通过组织、指挥和协调来提高效率、高质量地完成工作任务，进而保证其他职能工作的顺利开展。行政管理工作在部门中履行服务职能，它与其他行政管理工作存在共性，同时又有其社会性、经济性、服务性、时间性、琐碎性、复杂性、群众性、监督性等特点。

作为直接服务企业、服务领导的办事机构，行政管理部门必须认清形势，把握大局，增强责任感、紧迫感、使命感，提高工作的自觉性，主动性。新形势下，过去的那种传统模式和习惯做法已不能适应办公室工作的需要。……
