[摘要] 公私合作伙伴关系是社会资本进入医疗卫生领域的一种方式也是一种融资工具，不仅能为公立医院资金问题的解决提供一个新的思路也对推动公立医院改革具有重要作用。该文结合新公共管理公共产品理论及新制度经济学委托代理理论对公立医院公私合作的可行性进行分析，并对公立医院公私合作的主要模式进行比较。针对其当前面临的法律体系、监管体系不完善、私人部门缺乏社会认同等问题提出治理建议及建立法人治理结构的思考

[Abstract] The public-private partnership is a method of social capital entering into the medical health field but also a financing instrument， which can not only solve the fund problems in the public hospital but also can provide a new thinking and have an important effect on the promotion of public hospital reform， and the paper analyzes the feasibility of public-private partnership in the public hospital combined with the new public management public goods theory and new institutional economics principal-agent theory and compares the main model of public-private partnership， and the paper puts forwards the governance suggestions according to the current legal system， imperfect supervision system and the private department lacking the social identification and puts forwards the consideration of establishing the corporate management structure.

我國現行的医疗体制中公立医院占据重要的地位，其发展状况与医疗卫生服务的供给息息相关。如何吸引社会资本进入医疗卫生领域，如何平衡政府主导与发挥市场机制作用之间的关系，成为新一轮公立医院改革需要解决的问题。公私合作（PPP）作为一种融资工具为私营部门参与公立医院服务提供一种新的路径，不仅可以拓宽公立医院的融资渠道，还可以引进私营部门先进的管理经验以提高医疗卫生服务的质量和效率。近几年在国家政策的鼓励下各地陆续进行公私合作的尝试，公私合作伙伴关系是否可行成为各方学者争论的焦点。该文将从新公共管理公共产品理论和新制度经济学委托代理理论入手探讨公立医院公私合作，对当前公立医院公私合作伙伴关系的主要模式进行比较，分析公私合作伙伴关系存在的问题并提出治理建议。……
