摘要：青年创业活动意义重大，应以有效服务支持。鉴于其与大城市的区别，中小城市应选择性吸收相关经验并根据自身特点建设青年创业服务体系。文章首先简要分析中小城市创业服务体系特殊性，紧接着以常州为代表展开调查，剖析了中小城市当前在青年创业服务中的典型问题，并以之为基础提出了相关优化建议，期望能为同类城市提供参考。

Abstract： Youth entrepreneurial activities are of great significance and should be supported by effective service. In view of its differences with the big cities， small and medium-sized cities should selectively absorb the relevant experience and build youth entrepreneurship service system according to their own characteristics. This paper briefly analyzes the particularity of the entrepreneurial service system in small and medium-sized cities， then makes investigation of Changzhou as the representative， analyzes the typical problems of young entrepreneurship service in small and medium-sized cities， and puts forward the relevant optimization suggestions to provide reference for the similar cities.

0 引言

国内外的大量实践表明，青年创业活动在促进经济增长、增加青年就业机会等方面作用显著。上世纪末开始北京、上海、杭州等一些大城市较早开展了青年创业服务工作，积累下了丰富的服务经验。积极响应“大众创业，万众创新”的号召，近年来各中小型城市也竞相学习这些大城市成功经验，积极探索建设青年创业服务体系以更好服务本地青年的创业活动。需要关注的是中小型城市在资源禀赋、创业项目等方面与大城市具有显著差别，其青年创业服务体系的建设应根据自身特点有选择的吸收借鑒国内外大城市的成功经验并加以创新。

常州，地处长江之南、太湖之滨，是江苏省地级市，人口469.6万人，土地面积4385平方公里，是一个典型的中小型城市。近年来其所构建的青年创业服务体系在破解青年创业门槛高、经验少等难题方面展开了多项积极探索，较好地服务了常州青年。……
