摘 要：休闲农业和乡村旅游是既紧密联系又互相区分的两个概念。它们是农业新常态背景下促进农业提质增效、带动农民就业增收、推动城乡一体化发展的新型产业和消费业态。安徽省发展休闲农业和乡村旅游产业具备优越的资源禀赋、区位优势、市场潜力、政策支持、经济环境和配套设施，业已形成五类主要的经营模式。经营业绩可观，发展前景看好。但同时也存在一些创意设计、基础设施、服务体验等方面的弊端，需要通过顶层设计、分类引导、强化管理和科技支撑等措施予以完善和标准化。

The Situation and Policy Suggestion of Leisure Agriculture and Rural Tourism in Anhui Province

Abstract：There are both distinction and relations between leisure agriculture and rural tourism，but they are all new operating model of promoting agriculture，increasing income of peasants and rural-ubran integration on the background of new normal of our economy.It has come into five type of management for taking advantage of some priority such as natural resource，location，potential of market，policy，economic environment and supporting facilities，which help to achieve an outstanding performance and a bright future.However，there are also some weak of creativity，infrastructure and service，which seek the improvement and standardization with depending on top-level design，guidance，management and technology.

1 引言

2016年中央一号文件明确指出：要把休闲农业和乡村旅游培育成为繁荣农村、富裕农民的支柱产业，在用地政策、扶持项目、发展类型、信贷支持等方面进行全面支持。这是党中央站在顶层设计的高度，对农业供给侧结构作出的重大战略调整；是在资源环境的刚性约束背景下，为使农业摆脱传统弱质地位、突破发展瓶颈，实现农业“调结构、转方式、促升级”的重要战略举措；更是在国民经济增速放缓、农业增加值占比持续降低的经济新常态下，积极培育农村消费市场的新增长点，有效拓宽农民增收渠道，全面建成农村小康社会的战略路径。作为全国农业大省的安徽省，有着庞大的农业贫困人口和较低的农业劳动生产率，在事关农业的可持续发展路径和农民增收脱贫的长效机制的建设上，更应该高度重视休闲农业和乡村旅游产业对社会主义新农村建设的重大意义。……
