摘 要：工程项目承包管理（PMC）也称代建制，作为新型的工程项目管理模式，在“投资、建设、管理、使用”分离的核心思想指导下，对于项目的整体推进、投资控制及设计合理优化等方面起到大力的促进作用。但从实际应用效果来看，还存在一些不太令人满意的方面。究其原因，除了相对应管理文件不完善、业主与代建单位责权划分不清晰、项目管理公司能力经验不足、研究准备不充分之外，没有掌握PMC管理模式的特点，且未根据实际情况因地制宜地进行灵活调整，是产生问题的根源之一。为此，以一工程案例为背景，提出了若干改进建议。

引言

建设项目是一个系统工程，有其内在的规律，需要通过与之相适应的管理模式、管理程序、管理方法、管理技术去实现。事实证明，一个项目如果采用先进的技术或设备只能使工程利润提高3%～5%，而依靠良好的管理方式却能使工程利润增加10%～20%，因此，PMC管理模式应运而生。一个项目的投资额越高、项目越复杂且难度越大，业主提供的资产担保能力越低就越有必要选择PMC进行项目管理。

1.PMC项目管理模式研究的优点

PMC项目模式的优点体现在：

1.1 PMC项目管理模式具有较高的抗风险能力，而且有利于帮助业主节约项目投资和协助业主融资。PMC有一套完整而系统的风险管理方法，在各个阶段对各项活动进行风险评估和分析，及时制订防范措施，使项目风险能够及时规避。南海某项目业主与PMC签订的合同中就有节约投资给予PMC一定比例奖励的约定。……
