[摘 要] 十八大以来，伴随着全面深化改革的进一步推进，农村基层社会治理在民主制度建设、基层保障条件以及农村基层协商民主等方面取得长足的进步。当前中国农村基层社会正在经历史无前例的大变局，农村基层治理的生态发生深刻变化，为农村基层治理实践带来新挑战，包括农村基层社会治理过程中基层党组织功能日益弱化、基层农民地位不高等问题日益凸显。农村基层重建要坚持中国特色社会主义的治理方式，强化农村基层党组织在政治、经济、文化等三个方面的功能，并坚持贯彻群众路线，落实农村基层直接民主，以促进农村基层治理的现代化，塑造具有现代性的农村基层治理模式。

Abstract： Since the 18th CPC National Congress， with further deepening of reforms， the governance of basic-level rural society has made great progress， in terms of democratic system construction， basic-level security conditions， rural consultations and other aspects of democracy. At present， China's rural grass-roots society is experiencing unprecedented changes， and the ecology of rural grass-roots governance has undergone profound transformation， which brings new challenges to the practice of rural grassroots governance. The problem has become increasingly prominent including the weakening function of basic-level party organizations and low status of farmers. Rural primary level reconstruction should adhere to the governance style of socialism with Chinese characteristics， strengthen the functions of the rural party organizations in politics， economy and culture， and focus on the practice of the mass line and the implementation of direct democracy in rural areas， so as to promote the modernization of rural grass roots governance and build a modern rural grass roots governance model.

一、十八大以來农村基层治理的新成就

十八大以来，以习近平同志为核心的党中央就推进农村基层治理方面做出一系列重要的论述，多次强调坚持和完善基层群众自治制度，为农村基层治理提供重要的理论支撑。随着农村经济社会改革的深入推进，农村基层群众制度地位显著提高，农村基层治理在民主制度建设、基层保障条件以及农村基层协商民主等方面取得长足的进步，农村基层治理实践取得令人瞩目的成就。
