【摘 要】随着我国综合国力的不断增强，与世界的联系越来越紧密，我国企业参与国际贸易的程度越来越深，进出口结算日益频繁。论文主要从区域的视角出发，分析扬州市跨境人民币结算业务发展过程中存在的问题及其原因，最后为跨境人民币结算更好的发展提出针对性建议，促进地方对外贸易和经济合作的发展，进而推动扬州经济的繁荣。

【Abstract】With the continuous improvement of China's comprehensive national strength， the relationship with the world is more and more close， and the degree of China's enterprises participating in international trade is getting deeper and deeper， and the import and export settlement is becoming increasingly frequent. From the regional perspective， this paper analyzes the existing problems and their causes in the development of cross-border RMB settlement business in Yangzhou， finally， puts forward specific proposals for better development of cross-border RMB settlement， promotes the development of local foreign trade and economic cooperation， and thus promote the prosperity of Yangzhou's economy.

1 引言

近些年，进出口贸易成交规模的不断放大，人民币开始在边境贸易中充当计价货币，并逐渐被周边国家和地区认可。随着结算程度的加深，跨境贸易人民币结算开始迅猛发展，并逐步扩展到全国。在此背景下，本文将从地方视角出发，对扬州市跨境贸易人民币结算的发展状况进行分析。

2 扬州跨境贸易人民币结算的发展进程

2010年6月，我国境内试点范围增添到20个省市，近6万多家企业参与，境外地区发展到全球，2011年8月又将试点扩展到全国。随着人民币走出去的步伐加快，离岸人民币市场发展迅速，境外人民币汇款业务的规模扩大。以扬州为例其2011年累计办理业务119万元，业务主要集中于香港地区，并逐步拓展到非港澳地区。

2012年底，扬州市的跨境人民币结算业务总额达到47.731亿元，占本地贸易总额的7.666%。此时，跨境人民币贸易融资的产品开始逐渐增多，一定程度上缓解了境内资金紧张的局面，拓展了本地区银行业务品种，也满足了客户降低融资成本的需求，因而受到银企双方的欢迎，发展较为迅速。……
