【摘 要】安全是铁路的生命线，深入推进铁路安全标准化建设具有非常重要的现实意义。在我国目前的铁路安全标准化建设中还存在着不少的问题，达不到标准要求、缺乏协调、缺乏安全理念等。论文从强化职工全员岗位培训、树立安全标准化建设的理念、安全标准化制度体系、安全标准化管理体系四方面深入探讨推进铁路安全标准化建设的具体措施和实施方案。

【Abstract】Safety is the lifeline of the railway， to further promote the railway safety standardization construction has very important practical significance. In the current standardization of railway safety in our country， there are still many problems， for example， not up to standard requirements， lack of coordination， lack of safety concept， and so on. The paper probes into the concrete measures and implementation plan to promote the standardization construction of railway safety from four aspects： strengthening staff post training， establishing the concept of safety standardization construction， safety standardization system system， safety standardization management system.

1 铁路安全标准化建设的现状

首先，对铁路作业的职工分工不明确，工种标准比较模糊，26个行车工种大部分不能达到铁路作业标准要求，达到制度规范的不到20%，普通铁路的职工在进行运输和生产时大部分不能够达到铁路作业标准要求。

其次，铁路建设中各岗位和部门不能够有效协调和分工合作，各个岗位都有作业标准和执行章程，部门内部人员之间缺乏有效的沟通和交流就会使得工作人员在现场作业时杂乱无序，不能够按照安全标准化建设的章程和规范开展工作，工作要求和组织编制的内容发布后造成的影响力也较小，阻碍了建设标准和规范实施的有效性。除此以外，对各个部门进行安全建设的标准要求也较低，受到实际建设环境中各种因素的限制，对铁路安全标准化建设中的某些要求在实际执行过程中可以降低，造成了铁路安全标准化建设达不到预期的效果和目标。……
