【摘 要】“大众创业、万众创新”对科技服务业提出了更高的要求。论文分析了史太白等国外先进的科技服务公司，结合国内的盛知华等公司，通过对协同创新、科技服务众包模式等的研究学习，针对当下服务业存在的问题，探讨了适应当下国内创新创业需求的一站式科技服务体系构建。

【Abstract】The concept of “Mass Entrepreneurship， Multitude Innovation” has made higher requests for technology service industry. The paper will investigate overseas advanced technology service companies such as Steinbeis and domestic enterprises like Sinoipro； explore the construction of one-stop technology service system adapting to the domestic demand of innovation and entrepreneurship in the context of problems in contemporary service industry through the research of collaborative innovation， technology service crowdsourcing and other modes.

1 引言

大众创业、万众创新的热潮正在涌动，我国平均每天约有1万家企业诞生。“众创”已经成为中国经济新的发动机。然而，创新创业在当下依然面临困难和挑战，创业成功率不足10%。北京清华阳光能源开发有限责任公司总裁文辉在“中国经济趋势·大家谈”系列特别报道中提到“创新创业不应成为‘一阵风，而是应著力建立起一整套鼓励创新创业的体系。第一，营造一种‘鼓励创新，允许失败的创新创业文化氛围；第二，培育服务创新创业的中介机构。从学校到社会，培育一些中介机构，包括孵化器、科技服务公司等，这样能完善帮扶机制，进而降低创业成本。”

当今世界各国都在紧锣密鼓地发展科技服务业。在我国，信息的不对称，缺乏专业化、标准化、全链条式的科技服务依然是制约我国新常态下经济发展的关键因素。国务院在《关于加快科技服务发展的若干意见》（国发[2014] 49号）中明确指出“我国科技服务业仍处于发展初期，服务机构专业化程度不高，高端服务业态缺少，复合型人才缺乏等”。……
