摘要：“难民参奥”是奥林匹克运动顺应世界发展潮流、与时俱进的内涵创新，以奥运会的全球影响力引起全世界人民对难民问题的关注和照顾。奥林匹克精神的普世性宗旨和原则是“难民参奥”的根本依据，奥林匹克运动全球化和全民化的深化是“难民参奥”的必然逻辑。作为世界上最大的非政府组织，国际奥委会将以和平和人文关怀为旗帜，加强与联合国等合作，积极参与难民、环境、和平等问题的全球治理，使奥林匹克运动全球化在友好的环境中发展。

Abstract："Refugees compete at Olympics" is an Olympic movement that conforms to the trend of world development， and also the connotation innovation with the times. The global influence of this initiative will raise the world's concern on refugees. The universal purpose and principle of Olympic spirit is the fundamental basis of "Refugees compete at Olympics"， and the globalization of Olympic movement and the deepening of Olympic for all is an inevitable logic for the initiative. As the world's largest non-governmental organization， the International Olympic will take peace and humanistic care as banner， strengthen the cooperation with UN and actively participate in the governance of global issues such as refugees， environment and peace， promoting the Olympic globalization development in a friendly environment.

1“難民参奥”将翻开奥运历史新的篇章

1.1国际奥委会宣布难民将组队参赛第31届巴西里约热内卢奥运会

2016年3月2日，国际奥委会发表公报宣布组建难民奥林匹克运动队（英文拼写为Team of Refugee Olympic Athletes，简称“ROA”），运动队将由5至10名运动员组成，其组成人员将由国际奥委会执委会指定，选拔的标准是经联合国确认的难民身份、运动水平、个人状况和个人经历等。队员服装由国际奥委会提供，入住奥运村时将举行仪式。第31届奥运会开幕式上，难民运动队将在奥林匹克会旗引导下，排在东道国巴西队之前入场。8月5日至21日的赛会期间，该队正式出场时，包括可能的颁奖仪式，赛场将升奥林匹克会旗，奏奥林匹克会歌。此外，奥运圣火按照传统在希腊奥林匹亚点燃后，4月27日抵达雅典，希腊奥委会主席将圣火传递给叙利亚残疾难民、27岁的易卜拉欣·侯赛因，他曾是一名游泳运动员，被战火炸断小腿。……
