摘 要 社区图书馆的生存与发展是公共图书馆事业可持续发展的重点和难点。论文结合深圳宝安社区图书馆的变迁与发展，特别是宝安30家社区阅读中心的建设理念、管理模式与服务现状，指出社区图书馆的规划建设要界定功能定位，创新空间设计，明确建设与运营管理主体，重视社会评价与开展服务创新等。

Abstract The survival and development of the community library is the key and difficult point of the sustainable development of the public library cause. Combined with the change and development of Shenzhen Baoan community library， especially the construction concept， management mode and service mode of 30 community reading centers in Baoan， this paper points out that the construction of community library needs clear function positioning and innovative space design， the clear construction， operation and management subject， and paying attention to the social evaluation and service innovation etc.

随着城镇化的快速发展，预计到2020 年，中国城镇化水平可能达到60%，以全国14 亿人口计算，将有8.4亿人口居住在城镇的社区里[1]。我国现有公共图书馆大多在城市的中心地区，而许多新形成的社区却集中在城市的周边地区，加上城市交通拥挤程度日益恶化，从而增加了人们获取图书馆服务的成本，使现有大中型图书馆的辐射力受到限制，社区图书馆作为公共图书馆服务体系的末端，其生存与发展恰逢其时。

1 社区图书馆的实践与研究现状

随着我国公共图书馆服务体系的不断完善，社区图书馆的广泛实践和理论研究均取了一定成绩。在实践方面，大量的社区图书馆建成后，由于缺乏对建设主体、运行机制、发展模式等方面的系统研究和明文规定，出现了一边是各级政府运动式主导的“民生工程”——欣欣向荣社区图书馆建设，另一边是社区图书馆在一夜崛起之后，出现了“无人管理”“无人关注”“无后续投入”的三无情况，有些社区图书馆甚至成为摆设，社会媒体、居民对已建成的社区图书馆利用与服务提出质疑[2]。……
