中国共产党重庆市第五次代表大会隆重召开推动重庆更深层次、更高水平对外开放

5月20日上午，中国共产党重庆市第五次代表大会在市人民大礼堂隆重开幕。中共中央政治局委员、市委书记孙政才代表中共重庆市第四届委员会向大会作报告。

报告指出，我们要立足习近平总书记对重庆提出的“西部大开发的重要战略支点、‘一带一路’和长江经济带的联结点”战略定位，优化城乡统筹发展的国家中心城市这一综合定位和长江上游地区经济中心、国家重要现代制造业基地、国内重要功能性金融中心、西部创新中心、内陆开放高地、美丽山水城市等功能定位。推动更深层次、更高水平对外开放，打造高起点、高水平、创新型中新（重庆）战略性互联互通示范项目，高标准建设重庆自贸试验区。构建便捷畅通的开放通道，强化长江上游航运中心功能，完善中欧（重庆）班列综合功能，畅通连接东盟国家的物流大通道，加快建设国际航空枢纽，建设内陆国际物流枢纽和口岸高地。

市政府与国家开发银行签订战略合作协议

4月25日，市政府与国家开发银行签订战略合作协议。根据协议，国家开发银行将在“十三五”时期，以投资、贷款、债券、租赁、证券联动等方式，支持重庆供给侧结构性改革、基础设施建设、战略性新兴产业发展；助推我市国内重要功能性金融中心建设，推动国开行全国性业务中心及创新性金融类子公司落户重庆；助推重庆提升对外开放水平，加快推进重庆自贸试验区建设和中新示范项目高标准实施，为重庆深入实施国家创新驱动发展战略提供新动能。

600余个海外技术项目来渝“相亲”

4月27日，“专利云首届中美跨境技术转移培训和项目对接会”在渝举行。来自海外的600余个高新技术项目来渝“相亲”，有意在重庆落地转化。此次来渝的项目主要集中在生物医药、精准医疗、能源、材料等领域，吸引了200多家重庆企业、高校、科研院所、园区及孵化机构参与对接。重庆专利云平台为项目对接提供了专利导航服务。

研发出全球顶级MEMS传感器芯片

两江新区消息，我市企业已经研发出全球顶级MEMS（微机电系统）传感器芯片，这种芯片将用于监测桥梁、隧道等市政设施，监测精度比传统监测方式提升10倍。该芯片采用了多项创新技术，获得32项国内与国际专利，其中10项为发明专利，打破了全球高端传感器芯片领域德国、美国、日本三足鼎立的格局。

未来3年重庆VR产业将形成100亿元产值

5月4日，“当下的未来”重庆VR产业研讨会消息，未来3年，重庆VR（虚拟现实）产业将产生100亿元的“大蛋糕”，目前已有5家单位在渝签约，抱团分“蛋糕”。根据有关产业规划，到2020年，重庆将实施30个以上虚拟现实应用示范工程，形成以10家以上骨干企业为龙头，500家“专、精、特、新”中小微企业为拓展的基本完善的虚拟现实产业体系。

西永综保区举行“欧洲日”纪念活动

5月9日，2017“欧洲日”庆典活动在西永综保区举行。活动旨在纪念罗马公约签订60周年，并借此向重庆推广宣传欧洲各国的商品及文化。庆典活动包括罗马艺术展、丹麦摄影展、法德美食展等。作为重头戏的欧洲商品展，展出了来自欧洲的家具、厨房用品、母婴产品等。这些产品绝大多数是通过“渝新欧”运回，并将在西永的海悦汇·欧洲购物城展销，价格比市面上便宜近30％。

重庆口岸首次进口鲜切花

5月9日，重庆出入境检验检疫局消息，一批来自荷兰的鲜切花和鲜切枝经冷藏运输已经登陆重庆。这是重庆口岸首次进口鲜切花产品，包括凤梨花、芍药、郁金香、黍草等在内共有24个品种。此前，重庆市场的进口鲜切花主要经上海、广州、昆明等进口鲜花大口岸进口再由陆路运输，成本高昂。该批鲜切花顺利进口使得进口商企业信心倍增，计划加大后续进口量。

重庆龙头港开港

5月16日，我市“1+3”枢纽型港口之一的重庆龙头港开港，首期两个泊位启动运行。龙头港位于涪陵区龙桥街道，上距朝天门107公里、果园港70公里，下距涪陵主城17公里。龙头港定位为长江上游重要的综合物流基地、长乌两江物资集散中心，以及保税口岸、长江经济带多种方式联运基地，是目前5000吨级船舶、万吨级船队能够到达的长江上游最西端港口。

美国13州市组团来渝寻商机

5月18日，由市政府主办的中国（重庆）—美国投资论坛暨项目对接会在渝举行，美国13州市组团来渝寻商机。美国加州、阿肯色州、旧金山、萨克拉门托市等，推出了涵盖先进制造、农业、食品和饮料、交通运输、航空、电子商务等领域的46个优质项目，与重庆企业就最近火热的自贸试验区、页岩气等领域进行洽谈。

葡语系国家企业招商推介会在江北举行

5月18日，江北区举办首届葡语系国家企业招商推介会。来自葡萄牙、巴西、安哥拉等葡语系国家的30余家企业到江北进行实地考察、招商推介、文化交流。此次参访的葡语系国家企业涵盖文化、旅游、经贸、金融、科技、足球、物流等行业。推介会现场，江北区介绍了招商引资政策与环境，与葡语系国家企业展开深入交流，共话未来合作发展。

The Fifth Congress of the Communist Party of China in Chongqing was convened to promote a deeper and higher level of opening up of Chongqing

May 20 witnessed the grand opening of the Chongqing Fifth Congress of the Communist Party of China in the Great Hall of the People of Chongqing. Sun Zhengcai, a member of the Communist Party’s Politburo and secretary of municipal Party committee, on behalf of the Fourth Committee of the CPC Chongqing Municipality made a report to the Congress.

The report pointed out that we should be established in the strategic positioning which locates Chongqing as “the important strategic fulcrum of the West Development”, “a connecting point between The Belt and Road Initiative and The Yangtze River Economic Zone” proposed by President Xi Jinping. Under the title of national central city, economic center of the upper reaches of the Yangtze River, national important base for modern manufacturing, major functional fi nancial center, west innovation center, leader of inland open economy, city with beautiful landscape, Chongqing should optimize the overall development of urban and rural areas and continue to open to the outside world toward a deeper and higher level. It is necessary for Chongqing to build China (Chongqing)-Singapore Strategic Demonstration Project of Connectivity, which is innovative and of a high starting point and level; to construct the Chongqing Pilot Free Trade Area with a high standard. The construction of a convenient and unimpeded open channel should be launched to strengthen the function of a shipping center in the upper reaches of the Yangtze River, improve the comprehensive function of China (Chongqing)Railway Express, keep the clear of logistical channel linking to ASEAN countries, speed up the construction of international aviation hub and build inland international logistics hub and port highland.

A strategic cooperation agreement was signed between the municipal government and China Development Bank

April 25 witnessed a signing of strategic cooperation agreement between the municipal government and China Development Bank.According to this agreement, CDB should support the supply-side structural reform, construction of infrastructure and the development of strategic emerging industries by methods like investment, loan,bond, lease and security during the period of “the Thirteenth Five-Year Plan”. It is conducive to promote the construction of major functional financial center in Chongqing and bring CDB National Service Center and innovative fi nancial subsidiaries to Chongqing.In addition, those actions also boost Chongqing to enhance the level of opening to the outside world and speed up the construction of Chongqing Pilot Free Trade Area and the high-standard implementation of China-Singapore demonstration projects, which would provide new power to deeply implement the national strategy of innovation-driven development in Chongqing.

More than 600 foreign technological projects came to Chongqing to fi nd opportunities

April 27 witnessed the opening of “Patent Cloud the First China-US Cross Border Technology Transfer Training and Projects Matching Conference”. More than 600 foreign technological projects planned to carry out in Chongqing and intended to settle and transform in Chongqing. Projects coming this time mainly focused on areas like biomedicine, precision medicine, energy, materials, which has attracted more than 200 institutions involving Chongqing enterprises, universities, research institutes, parks and incubators to participate this conference.Chongqing Patent Cloud Platform provided patent navigation service for project matching.

The world’s top MEMS sensor chip has been already developedAccording to an information from Liangjiang New Area, enterprises in Chongqing have developed the world’s top MEMS (micro electro mechanical systems) sensor chip which can be used in municipal facilities like the monitoring of bridges, tunnels and etc. The monitoring accuracy of this new chip upgrades 10 times than the traditional detection modes. With multiple innovative technologies,this chip has gained 32 patents in home and abroad. Among them,10 patents belong to the invention. Since the development of this chip, a situation of tripartite confrontation pattern which involves three countries: US, Japan and Germany in global high-end sensor chip was broken.

Chongqing VR industry in the next three year will bring an output value of about 10 billion RMB

On May 4, according to the news from Chongqing VR industry workshop themed with “Future in Now”, in the next three years,Chongqing VR (virtual reality) industry will create an output value of 10 billion RMB. Five companies have signed contracts at present to divide such a big “cake”. According to the relevant industrial planning, over 30 virtual reality application demonstration projects will be put into effect in Chongqing by 2020. A basically perfect virtual reality industry system, led by more than 10 key enterprises and accompanied by 500 small and medium-sized enterprises featuring profession, re fi nement, distinctive and new feature will be formed at that time.

Commemorative activity “Europe Day” was conducted in Xiyong Comprehensive Bonded Area

May 9 witnessed the opening of 2017 “Europe Day” commemorative activity in Xiyong Comprehensive Bonded Area, which aims to mark the 60th anniversary of the signing of Rome Convention and also promote European goods and cultures to Chongqing through this activity. Celebration involved Rome Art Exhibition, Denmark Photo Exhibition, France and Germany Food Exhibition. Among them, as the biggest splash, European Commodities Fair displayed products like furniture, kitchen supplies and maternal and child products from Europe. The vast majority of these products were carried back through Chongqing-Sinkiang-Europe International Railway and would be exhibited and sold in European Shopping Mall in Iyuehui of Xiyong. The prices of those products are nearly 30％ cheaper than those on the market.

It is the fi rst time for Chongqing Port to import fresh-cut fl owerAccording to the information from CIQ in Chongqing, May 9 witnessed the import of a batch of fresh-cut flowers and freshcut branches from the Netherlands to Chongqing with method of refrigerated transport. It was the first time for Chongqing Port to import fresh-cut fl owers including 24 species like pineapple fl ower,peony, tulip, millet grass and etc. Until then, imported fresh-cut flowers in Chongqing market were mainly imported from big ports of fresh fl owers like Shanghai, Guangzhou and Kunming and then transported by trains to Chongqing. Such method costs much. The successful import of this batch of fresh-cut fl owers boosts importers’confidence so that they plan to increase the subsequent import volume.

The opening of Chongqing Longtou Port

On May 16, Longtou Port, one of “1+3” hub ports in Chongqing, first put its two berths into operation.Located in Longqiao Street, Fuling District, Longtou Port is 107 kilometers, 70 kilometers, and 17 kilometers from Chaotianmen, Guoyuan Port and the main city of Fuling District respectively. As the important integrated logistics base of the upper reaches of the Yangtze River, material distribution center and bonded port of Yangtze River and Wu River as well as a multimodal transport base in Yangtze River Economic Belt, Longtou Port is now the western-most port in the upper reaches of the Yangtze River that could accept vessels of 5,000 ton and the 10,000-ton-class fl eet.

May 18 witnessed the opening of the first Investment Promotion Meeting of Enterprises of Portuguesespeaking countries in Jiangbei District. More than 30 enterprises from countries including Portugal, Brazil,Angola made an on-the-spot investigation, investment promotion and cultural exchange in Jiangbei District.Enterprises in this visit cover industries including culture, tourism, economy and trade, finance, science and technology, football and logistics.
