摘要 对江苏省淮安市这一典型强政府弱农民地区进行实地调查，了解当地农民在征地维权过程中的策略选择，运用Logistic模型验证显著影响征地过程中农民策略选择的因素。结果表明，征地政策了解程度、家庭收入、是否有亲戚在政府部门任职对农民选择“激进策略”有显著影响；农民受教育情况、补偿方案形成过程中农民参与度、政府征地知识宣传力度、工作人员态度、咨询窗口设立及问题反馈、周边村庄征地影响对农民选择“温和策略”有显著影响。结合研究结论，从补偿方式、工作程序、利益关系等方面提出政策建议。

The Influence Factors of Farmers Strategic Choices in Traditional Land Requisition Pattern—Based on the Fieldwork in Huaian

Abstract Based on the field investigation of Huaian in Jiangsu Province， understanding local farmers strategic choices in the process of expropriation， using the logistic model we validated the factors that significantly influence the selection of farmers strategies. The results showed that the degree of policy understanding， household income， whether have relatives who works in the government have a significant impact on farmers choice of “aggressive strategy”. The degree of education， participation of farmers in the process of compensation， the publicity of requisition knowledge， staff attitude， consulting window and problem feedback， the influence of the surrounding villages have a significant impact on farmers choice of “moderate strategy”. According to the research， some policy suggestions were put forward in terms of compensation， working procedures and interest relationship.

隨着我国城市化快速推进，大量农用地转化为建设用地已成为必然的社会趋势。征地是一种政府性强制行为，政府作为土地征收者与土地供应者的双重身份，在“一征一卖”的巨大利益驱动下，很容易因自身利益而滥用行政权力[1]。由此在征地过程中出现了大量违法违规征收土地等公权力侵犯农民地权的现象。传统征地模式下，政府与农民能力不对等、信息不对称等问题以及政府不规范的土地征用行为极大地侵害了农民的土地权益， 并引发一系列的社会问题[2]。面对权益受损，农民往往会采取一定的策略，其策略选择受农地市场等客观环境的影响及特定的社会文化环境下人们所形成的心理与主观认识的双重影响[3]。笔者将农民的策略选择分为 “妥协策略”，即听从安排，不采取维权策略；……
