摘 要：化工物流企业在仓储环节上的事故，不仅会影响化工物流企业的发展，也会破坏环境生态平衡，更影响着人类的生存和發展。化工行业的仓储环节总与易燃、易爆、有毒等名词联系到一起，有着专业性强、危险性高等特点，化工物流企业务必加强自身的安全管理。文章以“8.12”事故为切入点，在探讨化工物流企业的危化品仓储安全管理的重要性基础上，分析了中国化工物流企业的仓储安全管理的现状与问题，并从安全管理制度、工作职责，应急演练等方面提出提高中国危化品仓储管理的优化和改进措施，以降低类似安全事故的发生几率。

Abstract： Accidents happened during storage by chemical logistics enterprises， will affect the development of enterprises， the ecological balance of the environment， and the survival and development of mankind. Warehousing of chemical industry is always coupled with terms like flammable， explosive and toxic for its strong specialty and high risk. Thus， chemical logistics enterprises must strengthen the safety management. In this paper， from the“8.12”accident in the port of Tianjin， we analyze the status quo and problems of dangerous cargo warehousing safety management of chemical logistics enterprises in China based on the discussion of the importance of them. To reduce odds of this kind of accident， here we propose some optimization and improvement measures from safety management system， responsibilities and emergency drills and other aspects.

2015年8月12日22时15分46秒，位于天津市滨海新区吉运二道95号的瑞海公司危险品仓库运抵区最先起火，23时34分37秒发生第二次更剧烈的爆炸，这就是震惊中外的天津港“8.12”事故。该事故共造成165人遇难，直接经济损失达到上百亿元，残留的化学品与产生的二次污染物超百种，对局部区域的大气环境、水环境和土壤环境造成了不同程度的污染，造成320.6吨氰化钠未得到回收。这件事暴露中国许多化工物流企业在仓储安全管理方面的缺失和疏忽，以及化工产品储存信息的不完全和不对称，因此对物流企业仓储安全的规范化、系统化的管理变得越发重要。

1 天津港“8.12”事故发生的原因解析

天津港“8.12”事故发生原因无外乎有以下几方面：

第一，瑞海公司盲目地扩大仓库，违规超量储存危化品，在无证经营状态下超负荷运营半年多时间，并且以不正当手段获取经营危险货物批复。……
