[摘 要] 通过分析中国（河南）自由贸易试验区、郑洛新自主创新示范区和河南省国家大数据综合试验区三大国家战略实施方案明确的任务，紧密联系河南省实际，提出发挥三大战略平台作用、加快全省现代服务业发展、推动科技创新和建设大数据应用示范工程的方向和着力点。

Analysis of Three New Strategies for Fostering New Economy and Forming New Kinetic Energy

——Direction and Path of Opening Innovation Development in Henan Province

Abstract： Through analysis on the clear tasks of the three national strategic implementation plans， including China （Henan） Free Trade Zone， Zhengluoxin Innovation Demonstration Zone and National Big Data Comprehensive Experimental Zone in Henan province， and close link to the actual situation of Henan Province， this paper put forward the direction and focal point to play the role of three strategic platforms， speed up modern service industry of the whole province， promote the innovation of science and technology， and construct big data application demonstration project.

新經济具有典型的时代特征。现阶段正在兴起的新经济，既与信息技术革命有关，又包括在新一轮科技和工业革命取得重大突破的情况下发展起来的新经济形态，是以新技术和新主体为支撑，以新产业、新业态、新模式为表现形式的经济现象。新经济也将对资源配置、产业组织、治理结构、生产生活等方面产生广泛而深刻的影响。

河南省位于中国大陆腹地，不沿海、不沿边。因为地缘关系，对外开放度较低，产业不能有效对接全球产业分工，造成产业转型步履维艰。近年来，河南省抢抓国家实施“一带一路”战略机遇，把扩大开放作为经济转型的突破口，依托郑州航空港经济综合实验区，重点打造内陆地区对外开放开发的高地。在此基础上，继续构建国家级对外开放创新平台，作为培育新动能，发展新经济的重要载体，以开放促创新，以创新促转型，取得显著成效。2016年，河南省成功申建国家第三批自贸实验区、郑洛新国家自主创新示范区和国家大数据综合试验区。全省依托三大开放创新战略平台，加快参与国际分工，融入全球价值链的步伐，引领和带动全省经济转型升级。……
