摘 要：2011年日本发布《地方体育振兴政策措施调研报告》，用于检验《体育振兴法》实施现状，并为《体育基本法》颁布做准备。选取该报告中有关日本地方政府振兴体育政策措施调查内容，包括体育管理机构、体育振兴条例、体育活动调查、体育振兴基金、体育振兴组织、体育教练员和志愿者、体育协会等，对调查结果进行分析与解读，对于日本中央和地方政府分责协作、地方政府体育振兴实施表现差异和日本体育振兴社会化现状与问题进行探讨。

Abstract： In 2011 Japan released the report of sports rejuvenation of local governments which serves to inspect the implementation of basic plan for sports rejuvenation and to prepare for the promulgation of fundamental law. The information of sports governing bodies， sports rejuvenation regulations， sports activity investigation， sports rejuvenation foundation， sports rejuvenation organization， sports coach and volunteer and sports association from the document of report were analyzed and interpreted. The reflection includes the division of responsibilities and cooperation between Japanese central and local governments， differences between the performance of sports rejuvenation of local government and the situation of socialization and problem of sports rejuvenation in Japan.

在日本颁布《体育振兴法》50年之后，2011年根据日本社会所面临的老龄化、少子化，医疗开支扩大及体育纠纷增多等社会问题，日本政府颁布了内容包括目的、理念、计划、措施，涵盖体育权利、国际关系、青少年体育、残疾人体育、大眾体育和竞技体育的《体育基本法》[1 ]。

在出台《体育基本法》之前，日本文部科学省进行了“体育政策调查研究”[2]，该调查分为国外和国内2个部分，其中，国内部分有关日本地方政府体育发展的调查分为2大部分，第1部分是关于日本地方公共团体状况的调查研究，第2部分是关于体育团体状况的调查。该调查主要是通过对日本都道府县、政令指定城市和市区町村两级地方政府发放问卷和电子邮件的调查方式来完成的，各项调查内容、调查时间、调查对象和问卷回收情况见表1。……
