摘要： 为了加强交通建设工程的监督管理，保证工程建设质量和维护交通建设市场秩序，随着《杭州市交通建设工程监督管理条例》于2014年3月1日起施行，工程质量将执行“政府监督、建设管理、监理抽检、施工自检”四级管理体系模式方向的发展。在交通建设工程质量管理中，通过用数据说话的试验检测管理始终贯穿于工程质量管理的全过程，是工程施工质量控制和竣（交）工質量评定工作中不可缺少的环节，具有十分重要的作用。根据笔者多年从事富阳市农村公路质量监督工作的经验，就如何更好地通过试验检测管理手段来加强农村公路质量监督程序的到位提出以下浅见。

Abstract： In order to strengthen the supervision and management of traffic construction projects， ensure the quality of construction and maintain traffic construction market order， Hangzhou City Traffic Construction Project Supervision and Management Regulations entered into force on March 1， 2014. The quality of the project would implement "government supervision， construction management， supervision sampling， construction self-test" four-level management system model. In the quality management of traffic construction projects， test and inspection management has always run through the whole process of project quality management， so it is an indispensable link in construction quality control and completion quality assessment work. Based on the authors years of experience in Fuyang City rural road quality supervision work， this paper propose some suggestions on how to better strengthen the rural road quality supervision through test and inspection management.

0 引言

县道及以下交通建设工程（农村公路）主要存在项目小而散、参建队伍技术力量薄弱等特点，一直来是监督部门质量监管的难点。随着《杭州市交通建设工程监督管理条例》于2014年3月1日起施行，代表政府监督的质监部门在工程质量监管由实体监督向行为监督转变的过程中，无论工程规模大小，让参建各方严格按照有关质量管理程序执行，规范操作过程，做到有章可循，有序而作，通过用数据说话的试验检测管理为依法开展监督工作奠定基础。

1 施工准备阶段试验检测工作的管理

从受理建设单位申报工程质量监督申请至工程开工阶段是参建各方完善监督程序的关键时刻，能否较好地贯彻执行监督程序是把握工程质量的重点。……
