The Influence of Integration of Quality-Environment-Occupational Health & Safety on the Enterprise and

Its Countermeasures

摘要：本文从顾客需求、员工需求、社会需求出发，站在增强企业核心竞争力的角度上论述了企业为什么要实施三标一体化的原因以及实施后对企业的影响，并提出了从组织结构的配合、人员参与、监督控制到持续改进的公司战略，对企业提高管理水平增强竞争力有重大意义及参考价值。

Abstract： This article from the customer needs and the needs of employees， social needs， and from the perspective of enhancing the core competitiveness of enterprises， discussed why the enterprise would implement integration of quality-environment-occupational health & safety and its influences， and put forward the cooperation of the organizational structure， staff participation， supervision and control as well as the continuous improvement of the company strategy， which have a great significance and a reference value to improve the level of management and enhance the competitiveness.

0 引言

三标一体化中的三标即为三个标准，是对质量、环境和职业健康安全管理体系的有效整合，将三个体系合而为一、同时运作，这样的运作方式被称为三标一体化。三标一体化管理体系是一种针对企业更好适应市场需求，融合其他优秀管理方法与要求，以产品实现过程为主导，通过优化资源管理，提高效率增加效益，让顾客、员工、社会满意，持续追求卓越，实现可持续发展的一种管理途径。因此企业需要建立并保持一个兼容质量、环境和职业健康安全管理体系等标准要求和管理要求的三标一体化管理体系。

1 实行一体化的原因

1.1 一体化实施是企业走向国际化的必要手段 处在经济全球化的大背景下，国际贸易的发展成为必然趋势。国际贸易中各国纷纷为保护本国商品设置一系列非关税壁垒障碍，而三标一体化则成为破除非关税壁垒有力的武器。一体化认证制度打破对中国产品不合格的片面认定，大大提高了企业走向国际市场的成功率，成为我国企业在世界范围内进行市场竞争的通行证。……
