The Application of Project Cost Settlement Audit in Construction Project Management

摘要：工程造价预结算审核是通过对工程项目各个阶段施工所需要的人力、材料、资金、设备的消耗等进行核算的一种审核制度，建筑工程造价预结算审核质量的高低能直接反映出该工程项目的经济效益及社会效益的高低，因此建筑工程造价预结算审核制度对项目本身的意义重大，是合理确定建筑工程造价的一种极其重要的手段与方法。在实践中只有详细认真地通过对预、结算进行全面系统的检查与反复合算才能及时准确地纠正存在的问题与错误，使确定的工程造价更加合理准确，从而达到合理控制工程造价的目的，保证工程项目目标管理的实现。

Abstract： The construction cost pre-settlement audit is a kind of examination system which accounts for manpower， material， capital， equipment consumption and so on needed for the construction of each stage of the project. The quality of the construction project cost settlement pre-settlement audit can reflect this directly. Therefore， it is of great significance for the project itself to establish a cost accounting system for construction project cost settlement. It is an extremely important means and method to reasonably determine the construction cost. In practice， only to take a a comprehensive and systematic examination and repeated cost-effective on the pre-settlement in detail， can timely and accurately correct problems and errors， make the project cost more accurate and reasonable， so as to achieve reasonable control of project cost and ensure the realization of project target management.

0 引言

随着我国城鄉一体化改革步伐的不断加快，建设工程也越来越多，工程投资管理工作日益受到人们的重视。我国每年在住房和基础设施建设上投入高达数千亿，因此，采取有效措施加强对工程造价预结算审核工作的管控，往往有助于进一步节约投资，提高投资效益。

工程造价的预结算审核是预算控制、造价控制以及防止腐败的有效策略。由于工程建设任务的复杂性，对工程造价的预算审核工作必然面临许多问题，这样会使整个工程的预结算出现各种差错。造成这种结果的原因有很多方面，一方面是因为一些工程企业在利益的驱使下，不惜以多级工程量、巧立各种名目或者采用高标准定额单价的手段来增加施工利润，另一方面主要是由于在实际的工程施工过程中，新技术、新材料不断推陈出新，部分定额单价缺项，增加了不少计划外的名目，这样就会使换算定额在计算时具有一定的不合理性。……
