摘 要：针对烟草物流公司两烟物流一体化运营绩效评价缺失的问题，依据平衡记分卡的基本原理，结合两烟物流一体化运作特征，基于财务、客户、内部流程、学习和成长四个维度，构建相应的绩效评价指标体系。该评价体系的应用可以有效监督烟草物流公司的运营情况，促进烟草物流公司两烟物流一体化运作水平的提升。

Abstract： Aiming at the lack of performance evaluation system about the pattern of integrated-logistics of cigarette and tobacco leaf for tobacco logistics' company， according to the basic principle of balanced score card， this paper constructs the performance evaluation system based on the four-dimensions of financial， customer， internal business processes， and learning and growth， and combined the characteristics of the pattern of integrated-logistics of cigarette and tobacco leaf. The application of the performance evaluation system can effectively supervise the operation of tobacco logistics' companies， and improve their operation level of the integrated-logistics of cigarette and tobacco leaf.

0 引 言

2010年全国烟草行业现代物流建设现场会上，国家局明确提出要将烟草物流建设成为行业核心业务，坚持“三个一体化”，即两烟一体化、工商一体化与供销一体化。所谓两烟物流一体化，是指站在企业全局的高度，针对原有物流体系分散、小而全，基础设备与标准不科学、不统一的问题，把原来由不同单位（部门）进行管理和运营的烟用物资、烟叶和卷煙物流活动进行整合优化，实现从烟用物资采购到烟叶生产、收购、复烤和卷烟产成品交付等所有相关物流活动全过程集约化经营、专业化管理。

近年来，一些研究者对两烟物流一体化开展了一系列的研究。范崇磊[1]站在云南烟草全行业的高度，以玉溪市烟草企业进行构想与尝试，将农、工、商物流，供、产、销活动集成化考虑，构建了农工商烟草物流一体化模式。郑金道[2]提出由工商企业合作成立第三方物流公司，进行两烟物流业务流程再造，搭建两烟物流综合管理平台等途径实现两烟物流一体化建设。……
