摘要：高速公路建设面广、线长、点多，施工机械化程度不高，属于典型的劳动密集型行业，作业人员多为专业水平相对较低的农民工，工程质量通病问题一直难以得到很好地控制。交通运输部提出以“发展理念人本化、项目管理专业化、工程施工标准化、管理手段信息化、日常管理精细化”为理念全面推行现代工程管理，促进高速公路建设施工标准化、规范化、精细化，全面提高公路建设管理水平。

Abstract： The expressway construction is extensive， long， and miscellaneous and mechanization degree is low， so it belongs to typical labor-intensive work. The workers are mostly migrant workers with relatively low professional skills， and the project quality problems have been difficult to be well controlled. The Ministry of Transport proposed the idea of "humanized development concept， professional project management， standardized construction， informationalized management means， fine daily management" for the full implementation of modern engineering management， to promote standard and fine management of expressway construction and comprehensively improve the expressway construction management level.

0 引言

进入新时期，为加快工程施工管理的标准化、精细化，提高工程质量和安全，2011年3月交通运输部下发了《关于开展高速公路施工标准化活动的通知》，并在全国范围内贯彻实施。高速公路建设推行标准化施工管理是现阶段高速公路提升质量的必然选择和根本保证，是提升管理水平、提高工程质量、增强环保、保障安全和确保工期客观要求。通过开展高速公路标注化施工管理活动，可以建立系统科学的标准化施工管理体系，将标注化要求贯彻高速公路工程建设施工的各个环节，促进相关规章制度的完善。标准化施工管理有助于实现项目管理更加规范、施工场地更加有序、管理流程更加合理、施工工艺更加缜密、施工环境更加良好，加强相关单位和从业人员标准化意识，确保高速公路工程建设质量，实现经济效益、社会效益和环境效益的有机统一。
