摘要：本文以GEM全球创业观察、五维度评价模型以及PEST模型为基础，结合碑林区创业环境的特点，建立碑林区创业环境模型。将碑林区创业环境分为创业硬环境和软环境两项一级指标，在创业硬环境下设要素市场、经济基础、创业成功指数以及公共服务4项二级指标，在创业软环境下设政府政策、科教环境、法制环境以及社会安居环境4项二级指标，在8项二级指标之下又下设22个三级指标。

Abstract： Based on GEM Global Entrepreneurship Observation， Five-Dimensional Evaluation Model and PEST Model， this paper builds the entrepreneurial environment model of Beilin District based on the characteristics of entrepreneurial environment in Beilin. The entrepreneurial environment is divided into two first level indicators： entrepreneurial hard environment and entrepreneurial soft environment. Entrepreneurial hard environment includes four second level indicators： factor market， economic base， business success index and public services. Entrepreneurial soft environment includes four second level indicators： government policy， science and education environment， legal environment and social security environment. And 22 third level indicators are set under the eight second level indicators.

0 引言

区域创业环境与区域创业经济的发展具有正的相关性。创业企业大多依托高新技术，研发新产品，提供新服务。创业活动不仅受创业主体的决策的影响，还要受外部环境的制约。如何评价一个地区创业环境的好坏？最直观的方法是将它量化。目前比较成熟的创业环境评价模型有：GEM全球创业观察，五维度评价模型，PEST评价体系。但是这些评价体系主要是从宏观角度对一个国家的创业环境进行评价，并在国家之间进行横向比较，弱化了区域创业环境的特点。因此不能将这些模型直接应用到中国区域创业环境的研究中，要结合区域特点做出一定的调整。本文试图建立一个适用于西安市碑林区的创业环境评价体系。
