摘要：随着我国工业化和城市化进程加快，外出务工成为农村人口劳动力迁移和流动的主要组成部分，留守儿童是劳动力演进过程中出现的社会问题，并引起社会各界的普遍关注。本文通过对安庆市所辖县区的实地走访调查，对边缘化城镇留守儿童现状、存在的问题进行分析，并提出有针对性的政策建议。通过研究发现，边缘化城镇留守儿童是一个特殊的群体，对其投注社会关注和社会干预是帮助他们健康成长的重要方式。

Abstract： With the accelerating of industrialization and urbanization， the migrate workers have been the main component in labor transfer and flow. The "left-behind children" have become a social problem in the migrating of labor force and it has attracted great attention. In the article， we made spot investigations and interviews in the counties of Anqing city， and analyzed the status and the problems， and then proposed the corresponding policies and suggestions. Based on the study， we found that the "left-behind children" in the edge of town is a special group， and the best way to help them grow up smoothly is to give great attention and social intervenes.

0 引言

留守儿童是一个备受社会关注的内容，学者们针对农村劳动力外出务工过程中留守儿童的教育和心理问题展开了一系列研究，并提出相应的对策建议。李钰靖（2009）提出农村留守儿童是我国转型时期一个独特的社会问题，并对农村留守儿童的教育问题进行了深入剖析。[1]辜胜阻等人（2011）提出把农民工就地就近转移与鼓励农民工回乡创业相结合起来，创新留守儿童管理模式的观点。[2]潘璐、叶敬忠（2009）对农村留守儿童问题进行了全面梳理。[3]段成荣等（2013）根据第六次人口普查情况，对农村留守儿童受教育和家庭照料状况进行了分析与探讨。[4]卢晓军（2016）对农村留守儿童教育问题提出了有效的对策。[5]

从以上学者们的研究，可以看出农村留守儿童是学者们关注的主要对象，而对处于农村与城市边缘留守儿童的研究较少。……
