摘 要：运用信息化理论知识，分析了苏北地区新农村信息化建设的特点。在此基础上，提炼了苏北地区新农村信息化建设的评价指标，建立了苏北地区新农村信息化建设的评价体系。运用系统分析的思路，采用层次分析法，专家打分法以及综合指数法所创建的适合苏北新农村信息化测度的评价方法，对政府制定符合苏北地区新农村信息化建设的战略提供了依据。

Information-Building and Evaluation System of the New Rural in North of Jiangsu

Abstract： In this paper， the theoretical knowledge of the use of information， the use of qualitative analysis， quantitative calculation and analysis of the characteristics of information technology. On this basis， new North Jiangsu information construction in rural areas model was proposed， the North Jiangsu rural informatization construction of new evaluation indicators were refined and the northern Jiangsu area of new construction of rural information evaluation system was established. The use of systematic analysis of the ideas， AHP， experts points as well as the composite index scoring method for north of Jiangsu， created a new measure of information technology in rural areas of the evaluation methods which was suitable for the north of Jiangsu and provided a basis for the government to develop new rural areas.

建设社会主义新农村是庞大的系统工程，加强我国农村信息化建设是繁荣农村经济的重要途径[1]。 “十三五”期间，苏北的农村扶贫开发面临着难得的历史机遇，同时也面临着严峻的挑战。苏北农村处于经济相对比较落后的环境之中。社会发展程度低和信息化建设水平相对落后，提高苏北农村的可持续发展能力必须依赖于农村信息化的建设。苏北新农村信息化建设的主要目的就是通过信息化建设，改善目前信息化服务落后的现状，使得贫困地区人口可以享受到现代技术的发展，及时接收先进的思想与理念[2]。对于江苏省而言，特别是苏北的新农村建设信息化是加快解决“三农”问题的有效途径。苏北的新农村建设对于改善苏北地区的落后现状，带动苏北的经济发展有着重要的意义。
