【摘要】现代社会水利水电行业在我国经济发展之中占据着十分重要的位置， 水库在经济建设中发挥的功能和效益尤为突出。但由于历史原因，很多水库在设计时所采用的标准偏低，施工质量受当时的技术条件限制，经过多年的运行后，往往会存在各种各样的病险问题。如何确保水库的安全，延长水库的寿命，更好的发挥水库的功能的，本文就以水库的出险加固的投资及风险为出发点进行探讨。

【Abstract】Modern society， water conservancy and hydropower industry in Chinas economic development occupies a very important position， the reservoir in the economic construction of the functions and benefits are particularly prominent. However， due to historical reasons， many reservoirs used in the design of the standard low， the quality of construction by the then technical conditions， after years of operation， often there will be a wide range of dangerous problems. How to ensure the safety of the reservoir， to extend the life of the reservoir， and better play the function of the reservoir， this article on the risk of reservoir investment and risk as the starting point for discussion.

1. 水库病险成因分析

造成水库出现病险情的原因是多种多样的，大多和原设计不合理、长时间运行后工程材料老化失修等关系密切。主要体现在以下几个方面：（1）水库设计标准方面的问题我国多数的中小型水库都是20世纪60年代前后修建的，由于当时的水工结构设计规范等还很不完善，水工建筑物强度、材料使用等标准已经不能满足水库现今的使用需求。尤其在具有防洪任务水库，由于流域水文条件的改变，防洪标准偏低方面的问题更加严重。（2）勘察设计方面的问题。由于时代技术水平限制和经费等问题，中小型水库在兴建时对坝区地质状况的勘测往往不是很彻底，设计时靠工程经验的成分较多。特别是对于流域资料缺乏的地区，对流域水文资料等的经验估计会对工程防洪能力造成较大偏差，其集中表现就是工程的实际防洪能力不足，威胁到水库安全。例如由于对水库实际入库洪水估计的不足，造成水库泄洪设施不合理，缺乏专门的溢洪道造成泄洪能力不足，或是由于对地质勘探不足，造成建筑物沉降量过大或不均匀造成坝体开裂等。……
