【摘要】住房保障工作是保障人民"老有所居"的直接工作，住房保障工作是否到位，所形成的住房保障档案决定了民生档案信息资源，也是其重要组成部分，这些资料为做好住房保障工作提供了资源，也是最珍贵的资料。住房保障不仅是利国利民的大事，更是关系国计民生的重点问题。本文主要阐述了城镇公租房的特点、城镇公租房的现状以及相应的对策这几个方面。

1. 前言

在房价"步步高升"的今天，人人都买房，已经不可能，可那也得活着，也得住房，这是每个家庭都面临的问题，在构建社会主义和谐社会的进程中，在建设高水平小康社会的道路上，

虽然买房暂时解决不了，但政府为大家提出了福利政策：公租房。公租房起到了解决燃眉之急，使一大批无房户暂时有了自己的家，本着公平公正的态度，城镇公租房保障档案的管理工作成为了重点，它直接关系到无房户是否有资格申请，住房保障档案的准确性极为重要，这就要求正确适当的管理，这样就可以充分发展其价值，为社会提供救助，劳动保障等社会福利提供可借鉴的，有价值的珍贵资料。

2. 城镇公租房住房保障档案定义

公租房的分配形式以租金补贴为主，实物配租和租金减免为辅。

公租房主要是指政府以租金补贴或实物配租的方式，向符合城镇居民最低生活保障标准且住房困难的家庭提供社会保障性质的住房。……
