【摘要】目前的水资源存在资源短缺和使用浪费的现象，制定合理的水价是解决该现象的有效措施，有利于促进节水型社会的建设。本文结合目前水价的制定政策，主要是制定合理的水价的政策与节水型社会建设结合起来讨论，并运用相关的经济理论来研究目前的水资源可持续开发利用中的水价制定问题，建设节水型的社会。

1. 引言

随着社会的发展，水资源供需矛盾更趋尖锐，水资源短缺已成为水资源的核心问题，并将是全球未来发展所要面临的主要问题之一。目前的水资源短缺是资源性的短缺与使用上的的浪费并存，而合理水价应是节水的关键，有利于促进节水型社会的建设。本文运用相关的经济的理论来研究水资源可持续开发利用中的水价制定问题，为节水型社会的建设提供建议。

2. 水价的基本概念

2.1水价的内涵。

我国是水资源短缺国家，加强水资源可持续利用已成为经济社会发展的战略问题之一。积极推进水价制度改革与完善，建立合理的水价形成机制，是实现水资源的合理开发、全面保护、高效利用，解决我国水资源短缺问题的必由之路。水价是水资源优化配置的一种手段。水价的形成既要反映价格形成的一般性，又要体现水价形成的特殊性，体现水资源价值，遵循价值规律和供需规律的要求，已价值为基础，体现水资源供需状况的变化，实行不同的价格。……
