摘 要 新建本科院校是我国高等教育体系的一个重要组成部分，在高等教育生态系统中占据重要地位。当前，我国教师教育正处于战略转型之际，新建本科院校应该立足校情、省情与国情，抓住机遇，顺势而为、乘势而上，通过走向教育治理、加强组织领导、强化内涵建设、保证经费投入、完善监控体系、加强对外合作、强化舆论宣传等措施，实现新建本科院校教师教育由外延式扩张到内涵式发展的转变。

Abstract Newly built undergraduate colleges and universities is an important part of Chinas higher education system， and plays an important role in the ecological system of higher education. At present， the teacher education of our country is in strategic transformation， newly built undergraduate course colleges and universities should be based school situation， the situation in the province and the national conditions， seize the opportunity， homeopathy， momentum， through to the education management， strengthen organization and leadership， strengthen the connotation construction， ensure funding， improving the supervision system， strengthen international cooperation， strengthen the publicity and other measures to achieve education for teachers in newly built undergraduate course colleges and universities from extensive expansion to the change of connotation type development.

0 引言

新建本科院校是我国高等教育体系的一个重要组成部分，在高等教育生态系统中占据重要地位。自1999年国家在全国范围内大量组建新建本科院校以来，新建本科院校就开始不断探索自我生存与发展之路。通过十多年的努力，新建本科院校实现了由专科教育向本科教育的层次转型，由传统专科学校管理向现代大学治理的管理转型，由封闭式向开放式的办学转型，由传统知识本位的学科教育向能力本位的专业教育转型，为地方基础教育输送了大量的合格教师，很好地服务了地方社会经济的发展。新时期，新建本科院校面临了一系列新的问题与矛盾。2014年国务院常务会议做出了“引导部分普通本科高校向应用技术型高校转型”的战略部署，号召地方本科高校尤其是新建本科院校实施转型发展战略，走内涵建设之路。为此，如何保持、发展教师教育，探讨新建本科院校的转型发展的基本原则与对策建议，就成为了值得深入思考的问题。……
