摘 要：哈萨克民族刺绣是哈萨克民族的传统手工艺术，是传统刺绣文化传承的重要形式。哈萨克民族刺绣随着社会经济发展与产业结构重心的转移逐渐成为当前新疆哈萨克民族聚居区域的特色经济产业。本文基于对新疆布尔津县10家企业以及142名绣娘的调查，认为哈萨克民族刺绣为当地劳动力的转移以及农牧民增收到了积极的推动作用，但仍然存在从业人员文化素质水平低、民族刺绣文化传承意识薄弱等问题，不利于刺绣行业的可持续发展，亟需得到解决。

Abstract： Kazakh embroidery is the traditional handicraft art of Kazakhh nationality， is an important form of traditional embroidery culture. Kazakhh ethnic embroidery with the transfer of social and economic development and industrial structure focus has gradually become the Xinjiang Kazakh nationality inhabited area characteristic economy industry. Based on the survey of Xinjiang Burqin county 10 enterprises and 142 embroider female， that Kazakh embroidery was the positive role for local labor transfer as well as farmers and herdsmen income increasing， but there were still problems， such as low cultural quality of the level of employees， and the weaker the national awareness of the embroidery cultural heritage， was not conducive to the sustainable development of the embroidery industry， it was urgent to be solved.

当前我国经济发展进入新常态，从高速增长转变为中高速增长，如何在经济增速放缓的情况下激活农村经济发展活力、促进农民增收，是当前农村经济社会发展面临的新问题。新疆具有丰富的民族文化遗产和传统文化资源，发展具有区域特色的文化产业已经成为新疆各地调整经济结构战略布局的重大举措[1]。哈萨克民族刺绣产业的发展不仅促进了农村剩余劳动力的转移，更为农民增收开辟了新的渠道，让“小刺绣”成为了“大产业”，改善了农村经济发展环境。

1 布尔津县哈萨克民族刺绣产业发展概况
