摘要： 毒品犯罪严重阻碍了社会经济发展，损害了人民群众的身心健康，是社会文明进步的毒瘤，治理毒品犯罪是各国政府需要面对的重要问题。在新型毒品层出不穷、毒品犯罪愈加泛滥的当下，如何更好的打击毒品犯罪，惩治犯罪分子各国根据本国不同国情提出了不同的治理策略。菲律宾新总统上台后，菲律宾开始了轰轰烈烈的打击毒品犯罪运动，在取得一定效果的同时引发了讨论和争议。本文以菲律宾打击毒品犯罪运动对我国的启示为视角，探讨我国治理毒品犯罪的方法与路径。

Abstract： The drug crime seriously hampered social and economic development， undermines peoples physical and mental health， and is like the cancer to stop progress of the social civilization， so fight against drug crimes is an important issue of governance Governments need to face. In the emerging new drugs， drug crimes becoming more and more rampant now， how to combat drug crime best and punish criminals， States in accordance with their different national conditions put forward different treatment strategies. After the new president of the Philippines taking office， the Philippines began a vigorous campaign against drug crimes， and achieved certain results and at the same time sparked discussion and controversy. This article takes the Philippines attacking drug crime movement and its enlightenment to China as the angle of view， and discusses the method and the path of China to control the drug crime.

0 引言

毒品犯罪治理是世界性难题，为了解决日益泛滥的毒品犯罪问题，各国采取了多种手段打击毒品犯罪的发生和蔓延，例如埃及、泰国、中国等对于毒品犯罪适用死刑、新加坡对毒品犯罪施以肉刑，又例如以英美德法为代表的西方发达国家对毒品犯罪分子以及吸毒人员实施严格的社会管控。然而，上述手段均未能阻止毒品犯罪的发展势头。菲律宾新总统杜特尔特上台后积极打击毒品犯罪，提出了鼓励民众及警方人员可以私自处决毒品犯罪人员的政策，该政策一经实施一方面不少毒品犯罪人员被私自处决，另一方面大量的毒品犯罪人员主动投案自首，引起了巨大的轰动。通过研究菲律宾打击毒品犯罪运动，能够对我国毒品犯罪的治理工作提供有益的借鉴和经验参考。……
