摘要：新医改明确提出公立医院要回归公益性。在公立医院公益性缺失成为社会热点的背景下，必须积极探索有效途径来引导公立医院公益性回归。良好的医院文化对于提高医院服务质量、构建和谐医患关系、提升社会效益具有重要意义。

Abstract： The new reform of health system clearly raises the significance of regaining the public-interests orientation of public hospitals. Under the context that the absence of the public hospitals' public-interests orientation has become the hot point， the effective strategy should be taken to guide the public hospitals to return to the nature of public-interests. Advanced hospital culture has a great significance to improve the service quality of hospitals， construct harmonious doctor-patient relationship and improve social benefits.

0 引言

公立医院是指政府举办的纳入财政预算管理的医院，可以理解为由国家兴办的具有公益性质的医疗机构，是我国医院体系的主体。公立医院的公益性主要是解决医疗服务的公平性、适宜性及可行性问题，保证医疗服务的质量和效率。过去由于公立医院补偿机制缺乏稳定性、系统性，医疗劳务支出不能得到合理补偿，医院通过“以药养医”问题。《中共中央、国务院关于深化医药卫生体制改革的意见》中提出了“坚持公共医疗卫生的公益性质”，如何引导公立医院公益性回归，是全社会共同要求和亟待解决的问题。本文从医院文化建设的视角，立足公立医院本身，探讨公立医院如何进行文化建设来促进其回归公益性质。

1 公立医院公益性的现状

由于公共投入严重不足，公立医院的发展和运营支出基本来源于面向患者服务的业务收入。在扩大市场份额和增加组织收入的驱动下，公立医院越来越趋向于购置豪华设施，公立医院发展建设走上了一条高成本、贵设施、新技术的道路，设施设备和技术能力方面逐渐远离国情、国力和居民支付承受能力[1]。……
