摘 要：文章采用网页调查方式收集整理了美国20所公共图书馆门户网站有关社会力量的网页内容，通过对相关网页栏目设置、信息组织方式及网页具体内容的调查与分析，发现美国公共图书馆利用社会力量的模式成熟、争取社会力量支持的途径多样、设计相关规章制度和网站较为完善，可以被我国公共图书馆利用社会力量所借鉴和参考。

Research on the Social Forces Using of American Public Libraries Based on the Survey of Library Portal Websites

Abstract Through webpage survey methods， the social forces information on the web pages of 20 public libraries in America was obtained， and an analysis of the webpage column set， the way of information organization and the specific information in webpage arrived at the conclusion that the models of the public libraries of America using social forces are quite mature， the ways are various， and the designs of regulations and web site are quite perfect. Public libraries of our country can learn from the practices of these American libraries to use social forces.

社会力量作为图书馆发展的推进器，2015年国家出台的《关于加快构建现代公共文化服务体系的意见》[1]和《中华人民共和国公共图书馆法（征求意见稿）》[2]中也都提到鼓励社会力量参与到公共文化建设中来，从而更加明确了社会力量的作用。但根据笔者相关调查研究发现[3]，我国公共图书馆利用社会力量的实际情况并不乐观，还需要加强学习与实践。同时，通过分析国内相关研究成果，笔者还发现国内学者对国外公共图书馆如何利用社会力量，特别是对美国公共图书馆如何利用社会力量的研究不是很多，且较分散。本文拟对美国公共图书馆利用社会力量的特点进行调查研究，以期为我国公共图书馆的发展提供借鉴和参考。

1 研究对象、研究方法和调查结果

笔者通过搜索引擎Bing（必应）查找到美国公共图书馆的信息[4]，然后随机从中选择部分图书馆对其门户网站进行调查后发现，利用社会力量的图书馆在其网站（网……
