智慧住宅小区服务体系探讨

智慧住宅小区是智慧城市的重要组成部分。论文阐述了智慧城市、智慧社区、智慧小区之间的关系，结合我国智慧城市建设的总体目标和智能住宅小区建设经验，全面、系统地研究并提出了智慧小区“五民一管”服务体系，可用于指导智慧小区的顶层设计，避免智慧小区低水平建设。

【Abstract】Smart residential district is an important part of the smart city, this article discusses the relationship between smart City, smart community and smart residence district, and the combination of the overall objectives of our smart city construction and experience of intelligent residential district construction, comprehensive, systematic research and put forward the smart residential district “Six aspects”service system, can be used for the top-level design of the guidance of the smart residential district, and to avoid the low level construction of the smart residential district.

1　引言

最近几年，国内外纷纷提出智慧城市的发展战略和计划，积极推动智慧城市建设。例如，IBM于2008年提出的智慧星球理念，欧盟的“欧盟新智慧城市和社区行动”报告，GE的“智慧网络”，东芝的“智慧社区”。住房和城乡建设部至今公布了3批共277个智慧城市(区、县、镇)试点名单。据不完全统计，“十二五”期间我国智慧城市计划投资规模超过1.1万亿元人民币[1]。

智慧城市把城市看作一个生态系统，这个系统包括城市中的政府、市政、交通、能源、环保、商业、产业、金融、医疗、教育、社区、小区、建筑、市民等对象（可看作子系统）。智慧城市的建设目标是利用信息和通信技术手段（互联网、新一代物联网、云计算、泛在计算、大数据、信息安全、系统集成、TCP/IP、4G等技术），通过感知、分析、互联互通，整合上述子系统，强调社会管理和民生服务，促进人、经济、社会、能源、资源、环境之间的和谐与城市的可持续发展，使城市形成一个居民生活、产业发展、社会管理的智慧模式。……
