烟台智慧城市建设风险分析及防范策略研究

自21世纪以来，智慧城市建设在全球范围内展开。智慧城市在促进经济发展的同时也带来了相应的风险问题。从智慧城市的相关概念和建设意义出发，运用文献研究、案例分析和比较分析相结合的方法，通过国内外智慧城市建设的6个典型案例，着重研究了烟台智慧城市建设中不同阶段存在的风险因素，并提出了对应的风险防范对策。研究成果对进一步完善烟台智慧城市理论体系，提升烟台智慧城市建设水平具有重要意义。

【Abstract】Smart City Construction in the global scope are developing since twenty-first Century. Smart city has promoted the development of the economy at the same time brought the corresponding risk issues. From concept and the construction meaning of smart city ,using literature research, case analysis and comparative analysis method, it has provided six typical cases and focused on risk factors of Yantai smart city construction, and put forward the corresponding risk prevention measures. The research results are of great significance to improve the theory system of the smart city of Yantai, and to improve the level of Smart City Construction in Yantai.

1　引言

近年来，国内外掀起了智慧城市建设的热潮，对于智慧城市我们并不陌生，但是还没有比较成熟的经验和方法可供借鉴。我国智慧城市建设起步慢，发展迅速，涉及面广，所以伴随的问题尤为显著。就烟台市而言，《烟台市智慧城市长期发展规划》顺利通过专家论证，充分说明了烟台在智慧城市建设方面的实力[1]。

2　智慧城市概述

智慧城市（smart city）由“智慧地球”衍生而来，自21世纪初以来，就成为人们研究未来城市的新方向。随着智慧城市建设在国内外的不断实践，对于智慧城市相关理论研究也日益丰富，但是智慧城市的概念，国内外学者并没有综合给出一个明确定论。

国内外众多研究者从各自的视角出发，表达了自己对智慧城市的理解。……
