摘 要：随着经济的不断发展，食品安全问题越来越被人们所重视，食品作为特殊商品有其自身特殊性，食品冷链系统也有别于其他物流系统，为了保证食品本身特性，并在此基础上实现增值，食品冷链物流显得尤为重要。文章首先分析了现阶段食品系统出现的新常态，对比了国外发达国家食品冷链物流发展概况，在此基础上归纳了河南省食品冷链物流优势、劣势、机遇及威胁，最后提出了目前适合河南省食品冷链物流运作的模式。

Abstract： With the continuous economic development， food safety issues has been paid attention more and more， food has its own particularity as a special commodity， the cold chain systems in food are different with other logistics systems， in order to ensure food itself characteristic， and add value on this basis， the cold chain systems in food is particularly important. This paper analyzes the new normal at this stage of the food system， compare the development situation food cold chain logistics in developed countries， in this basis， summed up food cold chain logistics strengths， weaknesses， opportunities and threats in Henan， finally， put forward the current cold chain logistics in food operation mode of Henan province.

食品冷链物流指的是冷鲜肉、速冻米面、乳制品等易腐食品和鲜活农产品在加工、贮藏、运输、分销、零售，直到消费者的各个环节中，始终处于产品所必需的低温环境，以保证产品质量安全、减少损耗、防止污染的特殊供应链系统，2010年国家发改委发布了《农产品冷链发展规划》，我国冷链物流经进入快速发展阶段。

1 研究背景

1.1 新版《食品安全法》实施

2015年4月24日十二届全国人大常委会第十四次会议审议通过新修订的《食品安全法》，并于当年10月1日起正式实施。食品安全法是为了从制度上解决现实生活中存在的食品安全问题，更好地保证食品安全而制定的，是适应新形势发展的需要，被称为“史上最严”的食品安全法。新食品安全法对食品运输问题做了特别阐述，特别提出了食品在整个供应流程中的安全监控问题，为冷链物流产业升级提供了法律依据。……
