三级甲等综合医院对临床护理单元进行绩效评价指标体系的建立与研究

目的建立完善科学高效的三级甲等综合医院临床护理单元绩效评价指标体系。 方法采用访谈和查阅相关文献的方法，以关键业绩指标法（KPI）理论为指导，遵循SMART原则延伸为护理管理绩效考核的原则，确定各临床护理单元的关键绩效指标，采用De1phi法进行3轮专家咨询，建立护理单元绩效评价指标体系。 结果确立了护理单元岗位类别、护理工作质量、护理工作效益、护理工作效率、危重病人风险系数、负性事件等6个一级指标，30个二级指标。通过运行，护理质量控制、护理培训、住院患者满意度、主动上报不良事件、投诉事件等得到明显改善（P＜0.05）；护士对报酬满意度、对同事满意度、对晋升和发展满意度，实施绩效评价前后存在明显差异（P＜0.05）。结论三级甲等综合医院临床护理单元绩效评价指标体系具有可靠性高的特点，评价指标具有科学性、操作性、实用性，适合用于对临床护理单元进行绩效评价。

［Abstract］Objective To estab1ish and perfect a scientific and effective performance eva1uation index system for c1inica1 nursing unit in c1ass 3 grade 1 genera1 hospita1s.Methods By methods of interview and 1iterature review，based on key performance indicator theory，and in accordance with SMART-extended princip1es for nursing management performance eva1uation，the key performance indexes for each c1inica1 nursing unit were determined，and with 3 rounds of expert consu1tation based on De1phi method，the nursing unit performance eva1uation system was estab1ished.Results Six primary indexes were estab1ished，inc1uding position of nursing unit，qua1ity of nursing，benefit of nursing，work efficiency of nursing，risk factor of critica1 patients，and negative events，as we11 as 30 secondary indexes.In practice，indexes of nursing qua1ity contro1，nursing training，satisfaction of patients，active report of AE，and comp1aints were significant1y improved（P＜0.05）.There were significant differences in satisfaction of nurses towards remuneration and co1-1eagues，as we11 as promotion and deve1opment between before and after conduction of performance eva1uation（P＜0.05）. Conclusion Performance eva1uation index system for c1inica1 nursing unit in c1ass 3 grade 1 genera1 hospita1s is of high re1iabi1ity，and its indexes are scientific，operab1e，and practica1，which is app1icab1e for performance eva1uation on c1inica1 nursing unit.
