摘 要：实施供应链管理是解决目前乳制品质量安全问题的有效途径，合作伙伴关系的管理是供应链管理的关键。基于供应链合作伙伴关系管理内涵，重点分析了乳品供应链中奶农与乳品企业合作伙伴关系的建立、协调与调控，及其对乳制品质量安全的影响作用。最后从理论教育、扶持与监管等方面提出了加强乳制品供应链养殖户和乳品加工企业合作伙伴关系管理的对策建议。

Abstract： The implementation of supply chain management is an effective way to solve the problem of the quality and safety of dairy products， the management of cooperative partnership is the key to supply chain management. Based on the connotation of supply chain partnership management， this paper analyzes the establishment， coordination and control of dairy farmers and dairy enterprises in the dairy supply chain， and its effect on the quality and safety of dairy products. Finally， the countermeasures and suggestions on strengthening the management of the relationship between the supply chain of dairy products and dairy processing enterprises are put forward from the aspects of theoretical education， support and supervision.

0 引 言

近年来，我国乳品行业获得了空前发展，但是由于技术和管理水平的落后，有关乳制品质量安全的事故层出不穷，如安徽阜阳“毒奶粉”事件、“三鹿奶粉”事件，把我国乳制品质量安全问题推向了风口浪尖，引起了全社会的关注。透过现象看本质，我们将目光聚焦到问题产品背后整个供应链，不难发现各节点运营不同程度存在问题，这些问题暴露出乳品供应链的脆弱性，一旦爆发质量安全问题，会导致整个供应链解体。因此深入探讨乳品供应链管理核心问题对乳品质量安全管控尤为重要。

综观国内外研究文献，可以发现学者们从经营模式、合作方式、可追溯系统、监管方法等[1-6]方面对乳制品供应链质量安全问题进行了研究，并提出了可行建议与对策。但对供应链管理的核心问题合作伙伴关系管理方面却鲜有研究或者仅限于局部问题的解决，而没有以系统的思想进行分析。……
