摘 要：构建合理高效的城市物流配送体系对于提高城市运输能力、整合城市运输及仓储资源、建设现代化城市物流系统有着积极的意义。文章通过大数据、云计算等技术，基于供应链上下游各个环节上的供给与需求在数量、结构和时间上达到平衡的物流均衡理论，有针对性的研究设计城市物流配送体系的功能结构、总体架构及运行机制，实现配送体系的高端化、集成化，构建出由策划调控层、监督测评层、业务布局层组成的三层结构、高端城市物流配送体系。

Abstract： Constructing the reasonable and efficient logistics distribution system has a positive significance for improving urban city transport capacity， integrated urban transport and warehousing resources， building a modern city logistics system. This thesis studies and designs the functional structure， overall frame and operation mechanism of urban logistics distribution system through adopting big data and cloud computing technology and based on the logistics equilibrium theory in all aspects of supply chain on the balance of quantity， structure and time. And this study also intends to achieve the upgrading and integration of the distribution system， which will build a three-layer structure and high-end urban logistics distribution system consisted of planning regulation， supervision and evaluation and business layer layout.

0 引 言

随着中国城市化进程的进一步加快，城市物流配送建设水平对经济发展的影响日趋明显，城市物流配送体系的合理构建，对城市物流系统的良好运行以及城市经济民生的稳步发展具有重要意义。从国家角度来看随着物资生产、需求的提高和生活节奏的加快，配送质量与配送时间因素的联系越发紧密，而就目前情况来看，城市配送的供给和需求达不到平衡，现有配送体系很难满足城市配送的需求，因此构建均衡的高端城市物流配送体系十分重要。

近年来城市物流配送逐渐呈现出需求量波动大、需求点范围广、配送品种多、小批量、多批次等特点。城市物流配送形态正在由集中的城市物流配送需求，向分散与集中共存的形态转变。同时，城市交通拥堵严重，配送时间不能保证等问题制约着城市物流配送活动。……
