摘 要 《中小学教师信息技术应用能力标准（试行）》颁布以来，对小学教师信息技术应用能力的要求逐渐提高，低层次的能力水平已经无法更好的满足教师教育教学和专业发展的需要。本文以某市农村地区小学教师作为研究对象，采用问卷调查法和访谈法，探查农村小学教师信息技术应用能力发展中存在的问题。在此基础上，提出促进农村小学教师信息技术应用能力稳步、积极、长效发展的保障机制。

Abstract "The primary and secondary school teachers' information technology application ability standard" （Trial） since the promulgation， for elementary school teacher's ability of applying information technology requirements gradually increase， low levels of ability level has been unable to better meet teaching and teacher professional development need. The to primary school teachers in rural areas in a city as the research object， using a questionnaire survey and interviews， exploration of rural primary school teachers' ability of applying information technology development. On this basis， the promotion of rural primary school teachers' information technology application ability steady， positive and long-term development of the security mechanism.

1 问题的提出

近年来，中国积极加快教育信息化建设，教育信息化促进了信息技术与教育的有机融合，带动了教育的创新和改变。2014年国家出台了《中小学教师信息技术应用能力标准（试行）》（以下简称《能力标准》）和《中小学教师信息技术应用能力培训课程标准（试行）》（以下简称《培训标准》），旨在提升教师信息技术应用能力、学科教学能力和专业自主发展能力。农村地区是我国教育信息化开展的难点和重点，而农村小学教师作为主要的执行者和传播者，在教学中应用能信息技术的能力将直接决定农村小学教育信息化的水平。

本研究将研究对象定为县级、乡镇级、村级三个层级的农村小学教师，选取有代表性的农村小学，通过问卷调查、访谈等方法，对当前农村小学教师信息技术应用能力现状进行系统研究，分析其存在的问题，提出农村小学教师信息技术应用能力提升的对策。……
