【摘要】钓鱼岛问题是中日关系上的热点问题。钓鱼岛是影响近年来中日关系的关键因子，其实质是针对钓鱼岛周边200海里专属经济区内资源开发主动权的争夺。中日在钓鱼岛问题达成合作是有基础的和可能性的。在非中日主导的国际组织框架下协商等措施，来促成中日在钓鱼岛问题上的合作和共赢。

Abstract： the Diaoyu Islands issue is a hot issue in Sino Japanese relations. Diaoyu Islands is the key factor affecting the relationship between China and Japan in recent years， its essence is to fight for the exclusive economic zone of the Diaoyu Islands in the exclusive economic zone resources development initiative. The cooperation between China and Japan on the Diaoyu Islands issue is the basis and possibility of. In the non - Japan - led international organizations under the framework of consultations and other measures to promote cooperation and win-win situation in the Diaoyu Islands issue.

背景

釣鱼岛是中国东海的一个岛屿，地理位置，面积4.38KM2，距离中国大陸最近358KM，距离中国台湾最近190KM，距离日本最近170KM。钓鱼岛已经在近年来成为了中日政治关系的一个重要砝码，特别是中国在十八大之后调整为更加积极和外放型的外交战略之后，中日两国在钓鱼岛归属剑拔弩张，中日围绕其开展的军事演习，海军军备竞赛，民族主义矛盾屡出不穷。钓鱼岛是近年来中日关系的热点区域，双方在钓鱼岛问题上互不让步，威胁东北亚地区的政治稳定和中日之间的经贸往来。

一、钓鱼岛问题的现状简述

日本实际控制钓鱼岛，中国的态度强硬，特别是习近平上台/十八大召开之后，中国态度更为强硬，（中国海军进行了一系列的海上和两栖登陆演习，划定东海防空识别区）。日本也针对SENKAKU进行一系列的活动。中日在钓鱼岛问题上不断激化，似乎是走向了战争的边缘，综合各方判断，双方在钓鱼岛是处于均势的，最明显的标志是国际媒体和舆论在对钓鱼岛同时标识时候用了钓鱼岛和SENKAKU两种标注。……
