摘要：从政府、企业以及消费者三个维度系统分析了再生资源回收物流发展的影响因素，运用DEMATEL方法定量分析了因素间的相互作用，根据量化结果进行因果分类和重要性分析，识别出政府政策引导、制度规范，企业回收模式与物流体系以及员工素质等因素对再生资源回收物流起关键性作用，同时针对性提出我国再生资源回收物流发展的相关对策与建议。

Abstract：This paper analyzes the influence factors for the development of the renewable resources recycling logistics from standpoints of government， enterprise and consumers systematically， and analyzes quantitatively the interaction between factors on the basis of Decision Making Trial and Evaluation Laboratory. Then it makes the casual classification and analysis of importance according to quantized results. Results point out that the recycle model and logistics system of the renewable resources， state industrial policies， laws and regulation， talent quality， and so on are the key factors influencing the development of the renewable resources recycling logistics. In the end， it provides the solutions and suggestions for the development of the renewable resources recycling logistics in China.

引言

再生资源回收物流是指各类回收主体对再生资源（如废机电设备及其零部件、废钢铁、废纸、废旧汽车等）回收过程中产生物流活动的集合。它主要包括再生资源收集、分拣、加工、搬运、仓储、包装、维修等物流作业内容[1]。随着资源短缺、环境污染等社会问题日益严重，再生资源回收物流以其巨大的经济效益、环境效益和社会效益成为推动循环经济发展的有效手段。然而目前我国再生资源回收物流现状不容乐观，再生资源回收企业以作坊式经营为主，规模小、场地简陋，简单从事“收废卖废”活动，缺乏主动回收意识，回收体系不健全、回收模式较为单一，导致回收率持续偏低，大量再生资源流入非法渠道，当前我国再生资源回收能力与回收需求之间的矛盾日益突出。同时对所回收的再生资源缺乏科学管理，随意分类、无序堆放，造成环境的二次污染。再生资源回收物流正成为制约再生资源回收利用产业发展的瓶颈，日益受到实践界与理论界的关注。……
