[摘要] 我国卫生健康相关产业所占GDP比重远低于欧美发达国家，说明我国此行业蕴含着巨大的发展潜力。本研究依据权威统计数据，从人口情况、健康水平、医疗资源三个方面对天津市、北京市、上海市的医疗卫生服务行业进行了比较研究，发现天津市存在卫生技术人员短缺、政府卫生经费投资不足等问题，并提出了提高医疗人员待遇和加大医院、医学院等公共机构政府经费投入的发展对策。

[Abstract] The proportion of health and health-related industries in our country accounted for GDP is much lower than that in the developed countries of Europe and America，which shows that there is great potential for the development of this industry in China.This study carries out a comparative study of the health service industry of Tianjin，Beijing and Shanghai from three aspects：demographics，health status，medical resources according to authoritative statistical data.The results show that Tianjin exist some problems such as in health staff shortage，insufficient of investment in government health funding，and put forward to the corresponding development strategy to improve the pay of medical personnel and increase the investment of public institutions such as hospitals，medical schools and other public institutions.

天津市是中国北方经济发展最具活力的城市之一。近年来，天津市经济社会发展速度很快[1]，但是制造业占经济的比重仍较大。天津市面临着产业结构调整、着力构建现代服务经济体系的重要任务。医疗服务行业作为健康产业的主要组成部分[2]，在构筑现代服务体系的过程中起着举足轻重的作用[3]。从全球角度考察，发达国家卫生健康消费额占GDP的比重远高于我国相应比重，说明我国卫生健康消费和相关产业蕴含着巨大潜力。我国在即将进入“十三五”经济发展转型关键阶段的同时，积极调整并科学设计卫生健康产业的相关政策，能够进一步激发卫生产业蕴藏的巨大潜能。本研究通过与北京、上海两座大型城市医疗服务行业的比较，旨在发现天津市存在的相关问题，科学合理地制订卫生服务行业的发展策略[4]。
