[摘 要] 随着河南农村生产方式和生活能源结构的变化，秸秆逐步失去传统的燃料和饲料价值。近年来，河南农村秸秆露天焚烧现象较为严重，产生了诸多危害，为社会各界所争议。探析秸秆焚烧屡禁不止的原因，有助于从根本上解决这一问题及其带来的环境污染，进而从强化政府服务的角度提出对策建议。

Analysis on the Problem of Straw Burning in Henan Rural Areas and Its Government Treatment

Abstract：With the change of the rural production mode and life energy structure in Henan， the straw has lost its traditional fuel and feed value gradually. In recent years， outside straw burning phenomenon in Henan rural areas become more serious. It is a hot problem because of the resulted huge harm for the community. Analysis on the reasons of repeated straw burning is beneficial to solve this problem and the resulted environmental pollution fundamentally， and thus put forward countermeasures and suggestions from the perspective of strengthening the government service.

长期以来，由于河南省农作物单产水平低，秸秆数量相对有限，且被农户作为主要的生活燃料和牲畜饲料而收集使用，秸秆焚烧现象并不常见。20世纪80年代后期，河南省农村经济有了较大的发展，农作物产量普遍提高，农业生产和农民生活方式也发生了重大变化，使得农民对作物秸秆的依赖性明显降低，秸秆的原有用途正在弱化，逐渐成为“废物”和“垃圾”，秸秆大量过剩和堆积，进而出现了季节性露天焚烧秸秆的问题。为秸秆寻找合理的资源化利用路径，兼顾其经济效益和环境效益，已成为当前政府面临的一项重要课题。

1 焚烧秸秆的危害

露天焚烧秸秆的危害较多，为社会舆论所关切。主要表现为环境危害、人体健康危害和社会危害等。

1.1 焚烧秸秆危害环境和人体健康

秸秆在露天焚烧过程中，会“产生大量的一氧化碳、粉尘、浓烟等污染物，对环境产生污染。焚烧破坏土壤，造成微生物被烧死，腐殖质和有机质被矿化，破坏生态平衡，影响地力”[1]。……
