[摘 要] 本文以高等教育资源为切入点，通过分析在产业结构升级背景下海南省高等教育资源配置的现状，归纳出海南省高等教育资源合理配置的制约因素，并结合海南当地教育实情，提出相对应的措施以促使海南高等教育资源进行优化配置，从而保障高校培养的人才能够适应社会发展的需求。

Research on the Allocation and Optimization of Higher Education Resources in Hainan Province under the Background of Industrial StructureUpgrading

Abstract：The article takes higher education resource as the breakthrough point，through analysis on the present situation of Hainan higher education resource allocation under the background of industrial structure upgrading，summarizes the influencing factors for the reasonable allocation of Hainan higher education resource，and puts forward the corresponding measures to promote the optimized allocation of Hainan higher education resourceconsidering the reality of Hainan local education，so as to make sure the talents cultivated by higher education collegescan adapt to the requirements of social development.

产业结构升级往往会引发社会经济发展对高素质人才提出新的要求，人才的培养离不开教育机构，高等院校是高层次人才培养的重要基地。目前，我国高等教育资源配置还处于一个探索过程且亟须改进[1]。海南作为相对年轻的省份，高等教育基础薄弱，资源配置不尽合理。近年来，海南的17所高校每年都有大量的应届毕业生进入人才市场，却依然找不到合适的工作，未能实现充分的就业。可见，海南省高校人才培养与海南省发展对人才需求出现了不匹配的局面，为使效益最大化且满足海南发展对人才的需求，需要对海南的高等教育资源配置进行优化。

1 海南的产业结构升级对人才的需求

产业结构是国民经济各产业部门之间以及各产业部门的构成以及相互联系。而产业结构升级，则是产业结构由低技术水平、低附加价值状态向高技术、高附加价值状态的提升。经济的高速增长，大都依靠产业结构调整升级产生一批高增长性支柱行业，从而带动整个经济高速增长。……
