“十三五”天津加快外向型经济发展研究

［摘要]“十二五”期间，天津市商务系统坚持稳中求进，积极促进外资外贸平稳增长和结构优化，深入实施“走出去”战略，推动全市外向型经济发展取得了显著成就。面对国内外新的经济发展形势，“十三五”期间，天津商务系统拟通过抓好构建外向型经济新体制、打造对外贸易竞争新优势等重点任务，采用加强政策引导、完善考核评价体系、强化人才智力支撑、提升公共服务水平等措施促进外向型经济可持续发展，着力营造市场化、国际化、法制化营商环境。

To Develop Tianjin’s Export-oriented Economy During the 13th Five-year-plan Period

［Abstract］During the 12thfive -year -plan period, Tianjin has made new outstanding achievements in its export-oriented economy（hereinafter referred to as the economy）. Enterprises, public institutions and social organizations in Tianjin business system pursued progress while ensuring stability, thoroughly implementing the“going-out”strategy and working actively to promote the steady rise of foreign capital and foreign trade. During the 13th five-year-plan period, facing new economic situations at home and abroad, Tianjin plans to carry out series of major tasks through building a new system of export -outward economy and creating new competitive advantages in foreign trade. To promote sustainable development of the economy, authorities concerned will take measures to strengthen the policy guidance, improve the evaluation and promotion system, intensify the talent and intellectual support, and upgrade the public services. A lot of efforts will be made to build a favorable business environment which is market-based, internationalized and governed by law.

“十三五”时期，天津加快发展外向型经济、深度融入全球经济，是实现天津市经济持续稳定发展的重要支撑，更是推进美丽天津建设、加快实现城市定位的内在要求。

一、“十二五”天津外向型经济发展现状

“十二五”时期，天津市商务系统坚持稳中求进，积极促进外资外贸平稳增长和结构优化，深入实施“走出去”战略，推动天津市外向型经济发展取得了显著成就。

（一）经济实力明显增强

1.外商投资持续较快增长。2011-2014年，天津市实际利用外资638亿美元，预计“十二五”期间达840亿美元以上，年均增速约14.3%，是“十一五”的2.3倍，超额完成“十二五”规划拟定的800亿美元目标。预计“十二五”末，天津市累计到位外资2194.5亿美元，在津投资世界500强企业达到162家。……
