生态城市的无障碍环境建设思考*

生态城市的特征主要体现在社会生态、自然生态和经济生态三个方面。其中，社会生态是指以人为本，满足人的各种物质和精神方面的需求，创造自由、平等、公正、稳定的社会环境。城市规划设计的受众是城市中的所有居民，残疾人是社会群体的重要组成部分，城市规划的各个环节应对残疾人群体予以更多关怀。无障碍环境规划是以创造人性化的城市环境为目标，使所有人在一定程度上克服因自身因素以及外界空间所带来的障碍，享受城市建设所带来的出行和交流便利。文章从生态城市设计的角度出发，分别从城市交通、城市公共空间及居住空间层面探讨无障碍环境建设的途径，并提出探索性建设意见，以期引起更多的关注和理解，从人文角度更好地推动生态城市建设。

【Abstract】The characteristics of eco-city are mainly embodied in three aspects: social ecology，natural ecology and economic ecology.Social ecology refers to people oriented，and aims to meet the various material and spiritual needs of people，to create a free，equal，just and stable social environment.Urban planning and design is for all the residents of the city，and urban planning should pay more attention to the disabled group in all aspects.The goal of accessibility planning is to create a friendly city environment，and remove external barriers in order to make all people benefit from accessible transportation and communication environments.Based on the perspective of ecological city design，this paper discusses the ways to build a barrier free environment in aspects such as city traffic，city public space and living space，and put forward relevant suggestions，in order to raise public awareness and promote ecological city construction based on the humanities perspective.

前言

随着经济和社会文明进步，残疾人事业的快速发展，社会公平意识和人本意识逐渐深入人心，残疾人群体越来越多地参与到社会经济和文化生活中。在推动残疾人事业与经济社会协调发展中，加强无障碍环境建设是物质文明和精神文明的集中体现，是社会进步的重要标志，对全民公共道德意识培养和提高素质及推动精神文明建设等具有重要的社会意义［1］。同时无障碍环境建设也逐步成为完善残疾人权益保障以及基本公共服务体系建设的重要内容。……
