我国残疾人辅助器具服务工作的现状及展望

辅助器具适配能有效改善残疾人的生存发展状况，残疾人实现全面小康离不开辅助器具。近年来，我国辅助器具工作纳入国家和残疾人事业发展规划，辅助器具适配服务得到法律和制度保障，服务网络逐步完善，专业服务能力大幅提升，国际交流不断拓展，服务覆盖面不断扩大。但我国辅助器具适配服务仍存在供需差距大、服务资源不足、保障制度不完善、宣传面窄等问题。“十三五”是辅助器具适配服务工作的关键时期，要从顶层设计、完善保障制度和服务体系建设、推动产业发展、和加强国际合作等方面入手，推动工作深入开展。

【Abstract】The services of fitting assistive devices can improve the life quality of persons with disabilities.It plays an important role in achieving the goal of the comprehensive well-off of the disabled.During past few years，in China，many aspects related to assistive devices have been improved，such as relevant law and policies，the service delivery system and capacity，service coverage and international cooperation.However，some challenges still exist in the services on assistive devices，including lack of resources，immature underdeveloped guarantee systems etc. During the 13th five-year plan，we should make great efforts to make a top design，improve service guarantee and delivery systems and strengthen industrial development and international cooperation to promote the services for fitting assistive devices.

国务院《关于加快推进残疾人小康进程的意见》及《“十三五”加快残疾人小康进程规划纲要》是我国加快残疾人全面小康步伐、促进残疾人共享经济社会发展成果的纲领性文件。辅助器具适配能有效地改善残疾人的生存发展状况，残疾人实现全面小康离不开辅助器具。从1988年中国残联成立以来，将辅助器具服务纳入到残疾人事业的发展规划中并不断推动发展，《中国残疾人事业“八五”计划纲要》初次提及残疾人用品用具配发，经过5个五年规划，辅助器具配发与适配服务不断得到推广，目前已初步实现了辅助器具的个性化适配服务，有效地改善了广大残疾人的生存发展状况。“十三五”期间，我国辅……
