基于科技创新人才选拔的博士生招考工作的思考

摘要：随着国家创新驱动发展战略的提出，培养大批高层次创新型科技人才迫在眉睫，博士研究生作为高层次科技创新人才的重要主体，提高生源质量，进一步完善博士生招生选拔工作成为招生单位的重要课题。文章以创新型人才选拔为目标，分析科技创新人才的特质和评价维度，指出目前博士生招考工作中存在的问题，并提出相应的思考性建议。

Abstract:With the introduction of national innovation-driven strategy, it is extremely urgent to cultivate a large number of high-level innovative talents of science and technology. Due to the fact that doctoral candidates are the main body of high-level innovative talents of science and technology, it has become the main subject of universities to improve the quality of students and further enhance the enrollment and selection of doctoral students. Aiming at the goal of innovative talents selection, this paper analyzes the characteristics and evaluation dimensions of innovative talents of science and technology, points out the problems existing in the doctoral student admission selection, and proposes some thoughtful suggestions.

引言

研究生教育作为国民教育的顶端和国家创新体系的生力军，承担着高端人才供给和科学技术创新的双重使命，研究生尤其是博士研究生已经成为国家高层次科技创新人才队伍的重要组成部分。为培养大批具有创新精神和创新能力的高层次科技人才，满足服务国家建设创新型国家战略的需求，提高博士研究生培养质量已经成为高校或科研院所人才培养的重要任务。随着我国研究生教育的快速发展，研究生招生规模日益扩大，使得研究生的招生规模和培养质量之间的矛盾愈发凸显。研究生招生是研究生培养的基础，决定着研究生培养的成效，因此，提高生源质量，完善招生选拔工作已经成为现阶段研究生培养单位亟待研究的重要课题。文章以科技创新人才选拔为目标完善博士生招考工作为研究内容，分析科技创新人才的创新特征和评价维度，指出目前博士生招考工作中存在的问题，围绕创新人才的特点，对我国博士生招考工作提出几点思考性建议。……
